For an initiative to pass, a majority of all registered voters would have to approve it not just a majority of those actually voting.
S.D. measure targeting government-funded lobbying fails
Opponents, who had labeled initiative a gag law, said it would have restricted free speech, wasted taxpayer money and weakened voice of communities in state decisions.
