Minister's Profile:

H.E. David Deng Athorbei graduated from the University of Khartoum in the 1970s. He participated actively in the liberation struggle.

 

Functions

The Ministry of Finance and Economic Planning performs the following functions and duties:
 

 

  1. Develop and implement legislation and regulations, including those for Public Financial Management, Tax and Revenue Collection, Procurement and other legislation as required;
  2. Develop and execute sound economic, fiscal and investment policies for Southern Sudan;
  3. Develop and implement a sound public financial management system for Southern Sudan and manage the GoSS Consolidated Fund;
  4. Develop and execute revenue policy for taxes and other sources of revenue within the purview of GoSS;
  5. Collect tax revenues within the purview of GoSS;
  6. Ensure remittance of GoSS non-tax revenues collected by other GoSS institutions to the Consolidated Fund;
  7. Liaise with the Government of National Unity and States on harmonized tax policy and administration across the levels of government;
  8. Monitor the disbursement of the Southern Sudan share of oil revenues received from the Government of National Unity;
  9. Agree on policies with the Government of National Unity for management and drawn down from the Oil Revenue Stabilization Account;
  10. Develop and execute a reserve management policy for the GoSS;
  11. Macroeconomic forecasting and identification of GoSS resource availability to finance the annual budget and medium term expenditure framework;
  12. Coordinate the GoSS short, medium and long-term planning process to develop a prioritized development framework for the GoSS;
  13. Coordinate the preparation of the annual GoSS budget and medium term expenditure framework and manage their implementation;
  14. Sanction all GoSS expenditure payments in conformity with the approved Annual Budget and oversee the disbursement of all GoSS expenditure from the Consolidated Fund;
  15. Appraise all development projects and programmes requiring financial contributions from GoSS prior to their approval and financing;
  16. Develop and execute GoSS policies on aid coordination;
  17. Coordinate and approve external donor financing programmes, monitoring their implementation and evaluating their impact;
  18. Evaluate, approve and manage all external loans to GoSS;
  19. Manage the disbursement of all donor grants and maintain a central database of all external aid financing to GoSS (grants and loans), and reflect donor support and external debt in the GoSS Annual Budget;
  20. Implement rigorous procurement policies, regulations and procedures and ensure compliance throughout GoSS through capacity building;
  21. Approve all contracts made under the procurement regulations, monitor all associated obligations and payments and maintain a register of GoSS contracts;
  22. Oversee and build the capacity of the internal audit function throughout GoSS;
  23. Produce monthly GoSS budget execution reports and GoSS accounts on a quarterly, semi-annual and annual basis;
  24. Oversee and build the capacity of accounting units in all spending agencies of GoSS;
  25. Jointly with the Southern Sudan Fiscal and Financial Allocation and Monitoring Commission, set allocation policies for inter-governmental fiscal transfers, manage their disbursement, monitor their utilization and ensure accountability at the State level;
  26. Coordinate GoSS inputs to the Sudan Donors Consortium;
  27. Act as the custodian of GoSS assets and property and maintain a central assets register; and
  28. Provide technical assistance and training to State governments and other local governments to build their capacity to assume their responsibilities for financial management, accounting and audit and planning functions and other such matters as defined in the Constitution and GoSS policy.
