Vision:

 

The vision of the Ministry of Commerce and Industry of the Government of Southern Sudan (GOSS) is to play a stimulating, facilitating and regulatory role in building, strengthening and promoting the country’s trade and industrial development for the benefit of its people.

 

Mission:

 

The mission is to foster internal and external trade, and to systematically build an industrial sector that is dynamic, competitive and fully integrated into the domestic, regional and global economies.

 

This Trade and Industrial policy framework is a milestone in the pursuit of the above vision and mission and specifically aims at achieving full integration of the economy of Southern Sudan domestically, regionally, and globally through:-

 

  1. building, supporting and regulating a dynamic trade and investment sector; and
  2. establishing a solid base for the development of a vibrant industrial sector that has structural linkages with the dominant agricultural sector.

 

Goals:

 

The following five strategic goals will be pursued within the overall framework of the Ministry of Commerce and Industry:

  1. Access to markets in which businesses and farmers sell at a fair price;
  2. A diversified economy with a range of exports leading to sustainable jobs, incomes and dignity for Southern Sudanese;
  3. An open economy, well integrated into regional and global markets, leveraging our strategic location and cultural familiarity with all our neighbours;
  4. A competitive, fair, transparent and predictable investment climate; and
  5. Efficient, capable firms gradually increasing their skills, productivity and ability to employ Southern Sudanese.

 

Functions:

 

The Ministry of Commerce and Industry performs the following functions and duties:

 

  1. Formulate and oversee the implementation of the GoSS commercial, industrial and trade development policy and necessary legal framework;
  2. Formulate legislation, regulations and standards for weights and measures and consumer protection;
  3. Define minimum standards for the maintenance of quality control of goods and services;
  4. Supervise the Southern Sudan Bureau of Standards;
  5. Micro Enterprise promotion through strategies for promotion of activities that encourage development of small scale industries;
  6. Develop and oversee regulations, contracts, protocols and agreements in the fields of commerce;
  7. Issuance of commercial and trade licenses to individuals and companies;
  8. Participation in preparation of economic and financial policies to achieve commercial development in the states of Southern Sudan;
  9. To provide technical and commercial information on opportunities for trade expansion to the private sector in order to enhance economic development;
  10. To promote the export of Southern Sudan products;
  11. To facilitate the development of wholesale markets and the efficient distribution of goods and services throughout Southern Sudan;
  12. To facilitate access by the private sector to commercial and marketing research, together with new technologies;
  13. Facilitate, encourage and initiate the establishment of private and public industries to promote economic growth;
  14. Develop and oversee an investment code and control the issuance of industrial licenses;
  15. Develop an Industrial Investment Promotion Policy and Industrial Investment Code;
  16. Encourage and facilitate investment for industrial development in Southern Sudan;
  17. Register trade marks;
  18. Facilitate and where necessary provide training to industrial entrepreneurs in business skills;
  19. Establish and oversee the working of an Inspectorate to maintain standards of hygiene and safety in shops and other commercial enterprises; and
  20. Provide technical assistance, training and other capacity building to State governments and other local governments to build their capacity to assume their responsibilities for the commerce and industrial matters as defined in the Constitution and GoSS policy.

  3. Trade;
  4. Industry; and
  5. Standards

 

Projects and Programs: 

 

Southern Sudan Private Sector Development Project with the following components:

 

  1. Trade and Investment policy framework;
  2. Access to micro-finance;
  3. Building Industrial capacity; and
  4. Market system development.

 

Publications and Documents:

 

 The ministry produces and publishes various reports.
