H.E. Michael Makuei Lueth
Minister
 

Minister's Profile:

H.E. Michael Makuei Lueth was born in 1947. He graduated from the University of Khartoum with a Law degree in 1975. Earlier in his career, he worked as a Legal Counsel and also as a Judge. He joined the SPLM/A and progressed to the rank of Commander (Brig. General). He also served as the Secretary and Commissioner for Legal Affairs in the movement. He previously served as Minister for Legal Affairs and Constitutional Development. 

 

Vision:

A Southern Sudan where democracy is a way of life; where political power is exchanged through the ballot box in free and fair elections.

 

 

Mission:

To develop and promote the principles of best parliamentary practices, good governance, multi-party democracy, equitable and efficient federal system in Southern Sudan. 

 

 

Functions:

The Ministry of Parliamentary Affairs performs the following functions and duties:

 

  1. Develop policies to strengthen the delivery and monitoring of Southern Sudan Legislative Assembly programs;
  2. Coordinate legislature relationship between the cabinet of GoSS and the Legislative Assembly of Southern Sudan to ensure fulfilment of schedules in accordance with the constitution;
  3. Ensure procedures are in place to facilitate linkages and coordination between GoSS, the Southern Sudan Assembly and State Assemblies;
  4. Serve as liaison between GoSS and the Legislative Assembly on matters of parliamentary affairs;
  5. Channel government bills to the Legislative Assembly for deliberation;
  6. Strengthen democracy, good governance and multi-party democracy in Southern Sudan;
  7. Brief government ministers and ministries on matters raised within the Legislative Assembly that require government response;
  8. Build the capacity of the Legislative Assembly to fulfill its mandate; and
  9. Follow-up implementation of legislative resolutions with relevant institutions.

 

 

Structure:

In order to be able to pursue its mandate and functions, the ministry is divided into three directorates:

 

  1. Directorate of Legislative Affairs (DLA);
  2. Directorate of Governance Affairs (DGA); and
  3. Directorate of Administration and Finance (DA&F)
