Minister's Profile:

Mary Awaj Jervase Yak is a graduate of Economics (Honours Degree) from the University of Khartoum and holds an M.A Degree in Gender & Development from the University of Sussex- UK. She was a member of the National Assembly in Khartoum after the signing of the Comprehensive Peace Agreement. She worked for some years with the Sudan Council of Churches and the Ministries of Finance and Economic Planning in both Khartoum and Juba. 

 

Vision:

A dynamic, adequately trained and people-centred civil service committed to high performance, efficiency, cost-effectiveness and the promotion of socio-economic development of South Sudan. 

 

Mission:

To create an environment that facilitated capacity development and training of civil servants at all levels in a responsive and cost-effective manner, in order to meet the current and future needs of Southern Sudan. 

 

Functions:

The Ministry of Human Resource Development is mandated to facilitate and enhance GOSS institutional and human resource competencies through the development and coordination, and where appropriate, implementation of capacity building policies, plans and programs. To provide guidance to Ministries, Commissions, States, Local Governments, and public training institutions in institutional development. To oversee, and where appropriate, regulate private institutions to ensure that their operations are in accordance with government policies and standards. The core functions include:

 

  1. To develop overall capacity building, institutional development and training policy for GOSS ministries, states, local governments, and civil service training institutions, including setting standard.
  2. To sustain GoSS institutional and human resource capacity development through policies and regulatory mechanisms which underpin broad inter-sectoral support for the acquisition of knowledge and skills for improved productivity and civil service delivery.
  3. To establish, develop and maintain civil service training institutions in order to provide formal and in-service training in public administration, management, induction and other cross-cutting themes.
  4. To develop mechanisms for human resources skills audits and training needs assessment in all GoSS ministries, states, local governments and civil service training institutions.
  5. To oversee, coordinate and conduct as/when appropriate, all training activities in GoSS ministries, states, local governments, and civil service training institutions.
  6. To establish, maintain and update a comprehensive database in relation to capacity and institutional building activities, individual participation and impact. To provide reports on training and capacity building to the Council of Ministers and the Legislative Assembly.
  7. To mobilize capacity building and institutional development resources by engaging bi-lateral and multi-lateral agreements
  8. To manage any central training fund established and funded within the GoSS budget and vested in the Ministry. In addition, to administer any grants and scholarships that may be available for the training of civil servants.
  9. To provide technical assistance, guidance and other support to States and local governments to facilitate training and institutional development initiatives to enhance their performance.
