Vision:

Development of an environment-friendly and sustainable Housing sector which ensures equal access to quality and affordable housing served with basic utilities for the Government and people of Southern Sudan. 

 

Mission:

 

It is the lead agency of the Government of Southern Sudan charged with planning and development of the programmes in the infrastructure sector as well as the mobilization of resources and designing of program implementation and supervision.

 

 

Functions:

The Ministry of Housing, Physical Planning and Environment performs the following functions and duties:

 

  1. Develop and execute policies and programmes on environmental protection and conservation throughout Southern Sudan;
  2. Establish the government's environmental policy and monitor its effectiveness and impact;
  3. Lay down programmes, in collaboration with other ministries, for the control of environmental degradation and control of desertification;
  4. Develop Environmental Impact Assessments standard methodologies and procedures for GoSS development policies and for private sector investment;
  5. Formulate policy, standards and regulations on urban planning and urban land management;
  6. Advise and support States and local governments in their responsibilities for environment, physical planning and housing and build their capacity to assume all functions vested by the Constitution and GoSS policy;
  7. Provide for all affordable shelter in urban areas and facilitate slum improvement and upgrading;
  8. Surveying and mapping of Southern Sudan and safe keeping of maps and documents;
  9. Establish and oversee the operation of urban land titling and registration;
  10. To oversee the definition and designation of City, Municipal and Town Councils in Southern Sudan;
  11. Design, implement or supervise development programmes and projects to build housing in urban areas;
  12. Rehabilitate war damaged housing infrastructure;
  13. Provide or ensure the provision of suitable schemes for sewerage disposal and treatment in housing schemes and urban areas;
  14. Conduct building research for the development of the construction industry and the supply of affordable construction materials;
  15. To establish building industry standards and draw up a code of regulations for the building industry of Southern Sudan;
  16. Develop and oversee implementation of a housing policy for Southern Sudan;
  17. Oversee the operation of the Southern Sudan Housing Development Corporation;
  18. Formulate and implement a policy on housing for public servants and organize forces;
  19. manage office accommodation and housing for constitutional office holders;
  20. Develop, construct and maintain GoSS public buildings; and
  21. Advise and support States and local governments in their responsibilities for environmental protection, physical planning and housing and build their capacity to assume all functions vested by the Constitution and GoSS policy.

Design and implementation of a legal and regulatory framework that shall enable the GOSS the Mobilization public and private Sector resources to rehabilitate the existing war-ravage public building and utilities with special emphasis an urban areas of the Southern Sudan
