Functions:
The Southern Sudan War Disabled, Widows and Orphans Commission performs the following functions and duties:
- To initiate, formulate and promote policies and legislation/programs for the protection, care and welfare of persons with war related disabilities, war widows and war orphans;
- To advice the Government of Southern Sudan (GOSS) on the most effective modalities for implementation of such policies and programs.

Projects and Programs:
1. Giving support services
- Grant seeds in the ten southern Sudan states for war disabled and widows
- Tri-cycle piago vehicles (Provision of Modified Motors) project in the ten southern Sudan states for transportation and income generation.
- Small scale Income Generating Activities/Projects in Jonglei, Central Equatoria and Lakes States
- Grinding mills in two states; Jonglei and Northern Barl El Ghazal three photocopy machines in Upper Nile, Jonglei and Western Barl El Ghazal states
- Speed boats in Jonglei and Upper Nile for the fishing project.
- Facilitation of medical care (treatment) and physical rehabilitation of war disabled persons.
2. Empowerment of the beneficiaries
- Capacity building and trainings
- Allocation of lands/plots for the Martyrs’ Survivors families in the ten southern states.
- Crops production in Lakes, Jonglei and Central Equatoria states
- Needs assessment and research, surveys, database and information systems.
- Promotion of vocational or life skills trainings
3. Legal frame work
- Review of the Commission Framework and development of five year Strategic Plan for 2010 – 2014
- Establishment of Martyrs’ Survivors Scheme Fund and appointment of the Board.
- Policy/legal framework formulation for War Disabled, Widows and Orphans; and artyrs Survivors Scheme Fund
- Building of monuments, creation and naming of Martyrs Gardens, Streets, Stadia, Schools, Hospitals, Bridges etc
- Lobbying and advocacy
- Formation and registration of War Disabled and Widows Associations in the ten states of southern Sudan.
4. Resource Mobilization
- Budgeting
- Fundraising
- Human resources and service delivery
5. Institutional strengthening
- Establishment and strengthening of 10 state coordination offices
- Mapping of war orphans in schools all over the ten southern Sudan states
- Registration of War Martyrs, War Widows and War Disabled persons in all the 10 states of southern Sudan.
