Vision:
A prosperous ICT-driven society in Southern Sudan.
Mission:
To improve the livelihoods of Southern Sudan by ensuring the availability of accesible, efficient, reliable and affordable ICT services.
Goals:
To promote the development and application of ICT, through the implementation of facilitative and harmonised policies, with a view to achieving the widest use and access to information throughout Southern Sudan within a reasonable period. Strategic goals include:
- Facilitate economic growth, sustainable development and wealth creation in Southern Sudan;
- Improve the quality of life of citizens through better education, improved health services and job creation;
- Create an engine for socio-economic development;
- Address development gaps as they relate to women, the youth, and rural and other disadvantaged groups;
- Achieve progress towards the social goals of ICT policy e.g. the provision of universal service access;
- Ensure the provision of a wide range of ICT services to stimulate and support sustainable socio-economic growth; and
- Stimulate investment in the public ICT industry with a view to provide advanced information services.
Functions:
The Ministry of Telecommunications and Postal Services performs the following functions and duties:
- Formulation and implementation of telecommunications for Southern Sudan;
- Management of air waves spectrum through frequencies allotment except specified bands for radio and television;
- Regulate and license local telecommunications operators;
- Regulation of public and private "Very Small Aperture Terminal" linkages;
- Supervision of Southern Sudan telecommunication networks roll-out plans;
- Promote and manage the communications technology sector;
- Encourage and support communications technology research and development;
- Promote regional and international collaboration and coordination in the telecommunications sector;
- Establish standards and regulations for the importation of telecommunication equipment and devices;
- Regulate and license Internet Service Providers;
- Develop and execute an e-government strategy;
- Formulate and implement a Southern Sudan postal services policy;
- Regulate and license local telecommunications operators;
- Supervise postal services to ensure delivery service;
- Promotion of efficiency and security in the regional and international postal networks;
- To oversee the establishment of telecommunications networks in the ten States; and
- To promote public-private partnerships to provide telecommunications services to population centres on a profit making basis.
