Investment Plan For The National Health System, Northern Sudan

In acknowledgement of the need for a strong effective functioning health system and to scale up interventions for reduction of the burden of diseases in order to achieve the health MDGs, UNDP/GFATM jointly with the CCM, Federal Ministry of Heath, WHO and other partners are implementing a Health Systems Strengthening (HSS) Programme using Global Fund resources. The first step on the path to better enable Sudan to achieve the health MDGs a systematic review of the overall health system is necessary. Such a review is currently underway. It was launched on August 8th 2010 and will continue through to January 15th 2011when the health investment plan is expected to be endorsed by Federal Ministry of Health. There are two areas under review: a national census of Health Facilities in the 15 states of North Sudan and an assessment of the fifteen states' Academies of Health Sciences in terms of infrastructure, equipment, and human resources. This systemic review will culminate in the development of a five year health investment plan addressing one of the Ministry of Health's primary needs The implemented census involved about 450 individuals as the data collectors and more than 160 vehicles used in the 15 states. 15 national supervisors and 15 states supervisors were trained on completing questionnaires with data on the infrastructure, human resources for health, and equipment components.

The HSS programme is supported by various development partners including GFATM and GAVI. A bottom-up planning technique is used; the micro planning started at the localities level, then to the states level and eventually to the federal level, where all the states' plans are going to be compiled and a costed National Investment Plan will be launched.
