Minister's Profile: He is currently Minister of Culture, Youth and Sports in the Republic of South Sudan. Dr. Hiteng holds a BA, MA and Ph.D. in International Relations from Universities in Kenya and the United Kingdom and has extensive experience in working with Government and in academia. Prior to his current position, he held the position of Minister in the Office of the President, Government of Southern Sudan (GOSS) June 2010 – August 2011. He also worked as Undersecretary in the Ministry of Presidential Affairs, Office of the President, and the Ministry of Regional Cooperation, GOSS, from 2006 to 2010 respectively. During the July 2002 – Jan 2005 CPA negotiations in Kenya, he was a Permanent Member of the SPLM Delegation. The minister served in senior positions of the Sudan People’s Liberation Movement (SPLM) External Relations Secretariat and as Office Manager/Director of Office for the late leader and hero Dr John Garang De Mabior. He was also a consultant for the Sudan Catholics Bishops’ Regional Conference (SCBRC) for Peace and Justice organizing workshops and seminars on conflict management/resolution and peace building.
While on his research field work in 1996, he taught Politics and International Relations in Asmara University, the State of Eritrea and was visiting Lecturer at the Political Science and International Relations (PSIR) Department of Addis Ababa University, Ethiopia. Between 1998 and 2005 his life in academia included holding the positions of Assistant Professor and Associate Professor of Politics and International Relations at the United States International University (USIU) in Nairobi, Kenya. At the same time he was a renowned Visiting Lecturer at the Institute of Diplomacy and International Studies (IDIS) of Nairobi University; at the National Defence College (NDC) and Defence Staff College (DSC) of the Kenya Department of Defence (DOD), Nairobi, Kenya. Dr. Hiteng has published several articles in International Journals; Chapters in edited books and presented numerous papers in International Conferences. He holds several International Memberships, a diplomat and a social scientist of outstanding intellectual character with phenomenal accessibility.
Vision:
The vision of the Ministry is to transform South Sudan into a culturally harmonious and vibrant society where ethnic and cultural diversity of her people is a source of strength, unity and pride, to be a pioneer in the development and empowerment of the youth of South Sudan through the provision of education and lifelong skills and safeguard their physical, moral and intellectual wellbeing and to ensure their effective and patriotic participation in the affairs of South Sudan.
Mission:
Our mission is to realize the above vision by developing and implementing programmes, strategies and action plans in the area if culture, youth and sports in conformity with the mandate bestowed upon the Government of the Republic of South Sudan by the Transitional Constitution.
The Ministry of Culture, Youth and Sports performs the following functions and duties:
