To
help Sudan rebuild, recover and cope
with its vulnerability to conflict
and natural disasters, the UNDP Crisis
Prevention and Recovery Unit has adopted
a conflict sensitive approach to recovery
and development in various parts of
the country. The approach links conflict
prevention and peace building with
economic recovery, filling institutional
and capacity gaps, addressing environmental
threats, gender inequalities and human
security challenges.
In that context, mitigating
sources of human insecurity and promoting
sustainable peace and recovery will
be critical for achieving the Millennium
Development Goals, most importantly
to the eradication of extreme poverty
and hunger , promoting gender equality
and empowering women in addition to
ensuring environmental sustainability
especially in vulnerable areas along
the north-south border and in Darfur.
Via enhancing capacities of individuals,
State/locality-level institutions
and CBOs to prevent and mitigate conflict
and manage scarce natural resources
in a gender-responsive manner, UNDP
supports a more effective and equitable
function of the State to lead recovery
and development, and directly contribute
to reducing the risk of violence,
natural hazards for vulnerable communities
and support gender equality or women’s
empowerment.
UNDP Crisis Prevention and Recovery
activities in Sudan have delivered
relevant and tangible results, specifically
in relation to environment and adaptation
to climate change, socio-economic
threats and risk analysis, strengthening
national capacities for conflict prevention
and mitigation, recovery of livelihoods
and basic social services with emphasis
on women’s empowerment, reintegration
of ex-combatants and women associated
with the armed forces and mine action.
With the continued goal to support
an enabling environment for sustainable
peace and recovery in Sudan, with
special attention to individuals and
communities directly affected by crisis,
the UNDP CPR Programme proactively
seeks opportunities presented by the
new post-CPA period to re-focus attention
on development related to root-causes
of conflict and fragility in Sudan,
including environment, natural resource
management and governance deficits.
On the recovery side, UNDP managed
the Recovery and Rehabilitation Programme
(RRP), the largest community based
initiative in the country that served
up to 800,000 people across rural
Sudan. Additional area-based recovery
programmes in Abyei and Southern Kordofan
were run in parallel to the RRP, while
a livelihoods support programme in
Darfur is in the initial stage of
implementation. UNDP’s Conflict
Prevention and Peacebuilding Programme
addresses the root causes of conflict
in Sudan especially those emanating
from competition over natural resources
in volatile areas. Additionally UNDP
supports a georeferenced state-by-state
mapping and analysis of the key security
threats and socio-economic risks in
the country. This tool facilitates
the identification of linkages between
these threats and risks, while prioritizing
responses and interventions in a conflict-sensitive
manner. UNDP provides comprehensive
management and technical advice to
the national Disarmament, Demobilization
and Reintegration (DDR) and Mine Action
authorities within the Government
to assist in developing national programmes.
