Chairperson's Profile:

Hon. Gabriel Mathiang Rok holds a BA in Economics and Political Science from Makerere University, Uganda. He is the former Speaker of the SPLM National Liberation Council. He also previously served as a member of the National Assembly in the Sudan. He was also a Colonel in the SPLA.

 

Functions:

 

The South Sudan Fiscal, Financial Allocation and Monitoring Commission performs the following functions and duties:

 

  1. Ensure transparency and equity in allocation of funds to states and counties according to established ratios
  2. Guarantee prompt and timely transfers of block grants from the Ministry of Finance as well as conditional grants from GOSS line ministries
  3. Guarantee adequate sharing of resources and monitor utilization of funds in the states
  4. Formulate policies for intergovernmental fiscal transfers to the states jointly with the Ministry of Finance and Economic Planning
  5. Design an equitable formula of fiscal allocation to the states based on development indicators and population size
  6. Ensure resources allocated to war affected areas are transferred in accordance with the agreed formula
  7. Promote public information sharing
  8. Collect, compile and publish all financial allocations transferred to all different levels of government
