The Struggle Over Kirkuk

Instead of emerging victoriously from post-war reconstruction, Iraq has plunged into a crisis of governance, with a popularly elected but weak government, unremitting insurgency, growing sectarian strife and rule by militia. A divisive constitution, agreed in 2005, ratified a deep polarisation afflicting the body politic. The prognosis is poor, and yet all efforts should be made to pull the country back from the abyss, lest it become the latest in a series of failed states, with disastrous consequences for the region. Top priorities are to work for national reconciliation by ending sectarian and revenge attacks, bringing disenfranchised communities into the political process, revising the constitution, and demobilising and reintegrating militia forces, while steadily building up national security forces (army, police, intelligence, border guards).
