The Palestinian Authority's honoring of terrorists directly violates US conditions to receive funding, yet the US ignores its own laws and funds the PA. In this Jerusalem Post OpEd, PMW documents that through its negligence, the US is helping the PA to promote the murder of women and children.

As US President Barack Obama prepares to welcome Palestinian Authority President Mahmoud Abbas to Washington this week, and US lawmakers debate the proposed $900 million aid package to the PA, it is once again using its money to proclaim that killing Israeli women and children is heroic.

The PA chose to name its latest computer center "after the martyr Dalal Mughrabi," who led the most deadly terror attack in the country's history. Her 1978 bus hijacking killed 37 civilians, 12 of them children, including American photographer Gail Rubin. The new center is funded by Abbas's office, which is bolstered by Western aid money. (Al-Ayyam, May 5)

US law prohibits the funding of Palestinian structures that use any portion of their budget to promote terror or honor terrorists. But $200 million of the US's proposed $900m. aid package is earmarked to go directly to the Abbas government, which regularly uses its budget to honor terrorists. In fact, this latest veneration of Mughrabi is not an isolated case, but part of a continuing pattern of honoring terrorists that targets children in particular.

Last summer the PA sponsored "the Dalal Mughrabi football championship" for kids, and a "summer camp named for martyr Dalal Mughrabi... out of honor and admiration for the martyr." It also held a party to honor exemplary students, also named "for the martyr Dalal Mughrabi," under the auspices of Abbas and at which Abbas's representative "reviewed the heroic life of the martyr [Mughrabi] (Al-Hayat al-Jadida, July 23, 24 and August 8, 2008). All these PA-funded activities were to teach kids that a killer of women and children is a role model.

TWO MONTHS AGO, 31 years to the day after the Mughrabi murders, PA TV broadcast a special program celebrating the terror attack, calling the killing of 37 civilians "one of the most important and most prominent special operations... carried out by a team of heroes and led by the heroic fighter Dalal Mughrabi" (PA TV March 11). And its not just Mughrabi who is a Palestinian hero. Despite professions in English by Abbas and other PA leaders that they reject terror, the PA has a long and odious history in Arabic of celebrating terrorists as role models and heroes, often involving US money.

USAID spent $400,000 in 2004 to build the Salakh Khalaf soccer field. After Palestinian Media Watch reported that Khalaf was the head of the Palestinian terror group that murdered 11 Israeli athletes at the Munich Olympics and two American diplomats in Sudan, USAID publicly apologized and said it would demand that the PA change the name. The name was never changed.

In 2002, US money funded renovations of the "Dalal Mughrabi school for girls". After PMW alerted the US State Department to Mughrabi's terrorist past, the funding was cancelled. Within 24 hours, the PA said the name would be changed, and the American money was reinstated. Once the work was completed, however, the school was renamed for the terrorist. It bears Mughrabi's name to this day.

AT A RECENT hearing of the House Appropriations Committee, US Secretary of State Hillary Clinton pledged: "We will work only with a Palestinian Authority government that unambiguously and explicitly accepts the Quartet's principles, [including] a commitment to nonviolence." And it's not just Clinton's pledge. US law interprets nonviolence to include not honoring terrorists: "None of the [US]... assistance under the West Bank and Gaza program may be made available for the purpose of recognizing or otherwise honoring individuals who commit, or have committed acts of terrorism" (2008 Foreign Operations Bill Sec. 657.B - C.1). This latest glorification of the terrorist Mughrabi, coming as Congress considers the administration's latest request to fund Abbas, imposes a profound responsibility on Congress. But it also creates a unique opportunity.

Will the US follow its own laws, and insist that the PA stop turning killers of women and children into heroes and role models before it receives another cent of US money? Congress and Obama can send a message to the PA that the US will not fund the PA, or any part of its budget, until it proves that it has ceased promoting terrorist murderers as heroes and role models. It can demand a statement from Abbas - in public, in Arabic and in the PA media - that murdering Israelis is terror, that terrorists are neither heroes nor holy martyrs and that they will no longer be honored.

Or they can send a different message to Abbas: that raising another generation of Palestinian children to the values of hate, murder and martyrdom is acceptable to the US - so acceptable that the US is even willing to fund it.

"Dear Editor, Thank you for the excellent article by Itamar Marcus and Barbara Crook about Abbas's glorification of terrorists which, as was pointed out, is largely funded by American money . It has not been reported, to my knowledge, that this issue was addressed at all during the Netanyahu-Obama meeting...

May I add that Gail Rubin was not the only American killed in the 1978 Coast Road terror attack. My son Imri, then in his fifteenth year, was another American citizen who lost his life in that attack, his father and brother wounded then as well, leaving a family shattered to this day. .Imri had been born on the Fourth of July, and his name in Hebrew (aleph, mem, reysh, yod) I realized later, spells out the first four letters of America! To this day,people, mostly strangers, call me, both from here and from America,, with the news that they have just had a baby boy, and named him Imri, a never-forgotten victim of that terrible day 31 years ago.

Two years before that horrific event, we had celebrated Imri's bar mitzva on his Jewish birthdate and, on July 4, 1976, the Gregorian one as well. It was a day not only marked by America's centennial celebration, but also by the heroic rescue at Entebbe. [NOTE: The writer refers to the Israeli rescue of more than 100 Jewish hostages in Uganda. Yonatan Netanyahu was killed in the raid].

'See, Imri,' I told him, then, 'fireworks all over America today, and this is how Tzahal [the Israeli Army] celebrates your birthday!' His eyes flashed appreciation at my quip. Euphoria gripped the world then, at the two spectacular events of the day, though for the Netanyahu family that day undoubtedly marks THEIR agony over Yoni's death. Since then, needless to say, every Fourth of July must be a day of mourning and remembrance for these two families. Will the coming Fourh of July show any signs of the change Obama promised the world, or will we see the continuation ot America's blind eye towards their funding of the incitement against Jews , and the shahid/hero cult of terror by the world's darlings, the Palestinian Authority leadership?

The erasure and denial of 3,000 years of Jewish history in Jerusalem is integral to Palestinian ideology. Accordingly, Israel and Jews are said to have "no rights" to Jerusalem, and any contemporary manifestation of Jewish life and development there is labeled by the Palestinian Authority as "Judaization." Jerusalem is presented as an exclusively Muslim and Christian city, with no regard for historical reality. Beyond this historical revisionism, the PA disseminates the libel that Israel is acting to expel Arabs from Jerusalem in order to further "Judaize" the city.

Fabrications include PA accusations of Israeli destruction of Islamic and Christian sites, and repeated use of PA hate language, including references to a "criminal cultural massacre" to chase Arab inhabitants away. The Jerusalem libel is designed to evoke religious hatred by portraying Israel and the Jews as the enemy of, and threat to, Arabs and Islam.

2. Hate libels: Israel plans destruction of the Al-Aqsa Mosque and Judaization of Jerusalem; PA alarmist campaign to promote fear and hate


Since Jews are said to have no connection to Jerusalem, nor any right to live in the city, any Israeli action in Jerusalem is defined as "Judaization" and an attempt to erase the city's supposedly authentic Islamic Arab character. The PA has launched an incendiary libel campaign which presents as fact the lie that Israel is working to destroy the Al-Aqsa Mosque and to expel Arabs from the city.

The claim that Israel is pursuing a policy of ridding Jerusalem of its Arab inhabitants is blatantly untrue. In fact, according to May 2009 statistics released by the Jerusalem Center for Israel Studies, since the liberation of east Jerusalem in the 1967 Six Day War, Jerusalem's population has increased by 186%, with the Arab population of east Jerusalem growing by 291%, almost twice the growth rate of the Jewish population.

3. Jerusalem and all of Israel are defined as land of "Ribat"

A Palestinian Authority schoolbook defines Ribat:
"The Ribat for Allah is one of the actions related to Jihad ...The persistence of Palestine's people on their land in these days [i.e., Israel], and their persistence against the damage and the aggression they endure - is one of the greatest of the Ribat [fighting for Islamic land], and they are worthy of a great reward from Allah.... they are found in Ribat until Resurrection. "

In recent months, Palestinian leaders have frequently defined all of Israel, and particularly Jerusalem, as land of "Ribat" - i.e., areas which Muslims have a religious obligation to defend and liberate for Islam. In the past, it was specifically Hamas that defined the conflict with Israel as a religious war. Now, the PA - Fatah leadership likewise openly presents its war against Israel as a religious battle for Islam.

All pigs must die
because they descend from Jews:
According to Egyptian Islamic scholar

All pigs alive today are descendants of the Jews who were turned into pigs by Allah, according to a senior Egyptian religious leader. Since all pigs are descendants of Jews, it is obligatory to kill all pigs, says Sheikh Ahmed Ali Othman.

Presumably if pigs were merely animals, they would not face destruction. It is their Jewish ancestry that condemns them to death.

The Jordanian newspaper Al-Hakika al-Dawliya adds that this is not the only opinion. It cites Sheikh Ali Abu Al-Hassan, head of the Fatwa Committee at Al-Azhar [Sunni Islamic university], who believes that all the Jews who were turned into pigs by Allah died out without reproducing, and therefore there is no relationship between today's pigs and Jews.

The following is the transcript from Al-Moheet Arab News Network:

"CAIRO -- Sheikh Ahmed Ali Othman, supervisor of the Da'awa [Islamic Indoctrination] of the Egyptian Waqf [Islamic Holy places], has issued a Religious Ruling (Fatwa) that pigs in our time have their origins in Jews who angered Allah, such that He turned them into monkeys, pigs, and Satan-worshippers, and it is obligatory to kill and slaughter them [the pigs].

Othman based his ruling on the respected Quranic verse, 'Say [to the People of the Book - Jews and Christians], Come and I shall make known to you who receives the worst retribution of all from Allah: those whom Allah has cursed and upon whom He has poured His wrath, whom He has made into monkeys and pigs, and who have served abominations. Their place is worst of all, and their deviation is the greatest of all...' (Quran, sura 5, verse 60)

Sheikh Othman noted that this verse concerning the nation of the prophet Moses descended [from Allah to the Quran], and the books of commentary confirm this. There are two opinions among the Ulama [Islamic scholars] in this regard: The first is that the Jews, whom Allah transformed and turned into pigs, remained in that state until they died, without producing descendants. The other opinion is that the Jews who turned into pigs multiplied and produced descendants, and their line continues to this day. Sheikh Othman also cited Hadiths (traditions attributed to Muhammad) as support...

The Jordanian newspaper Al-Hakika al-Dawliya quoted Othman: "I personally tend towards the view that the pigs that exist now have their origins with the Jews, and therefore their consumption is forbidden in the words of Allah: 'A carcass, and blood, and the flesh of a pig are forbidden to you....' Moreover, our master Jesus, peace be unto him - one of the tasks that he will fulfill when he descends to earth is the killing of the pigs, and this is proof that their source is Jewish.

Sheikh Othman said that whoever eats pig, it's as if he ate meat of an impure person, and stressed that this Religious Ruling is backed by the Islamic Sages of Al Azhar, but they are afraid to say this publically... so the Sages won't be accused of Anti-Semitism.

Sheikh Ali Abu Al-Hassan, head of the Fatwa Committee at Al-Azhar [Sunni Islamic university], said that the first view is accurate, because when Allah punishes a group of people he punishes only them. When Allah grew angry with the nation of Moses, He turned them into pigs and monkeys as an extraordinary punishment... but they died out without leaving descendants."

Abbas mocks idea of Jewish state

Palestinian leader Mahmoud Abbas, addressing the Palestinian Youth Parliament last week, rejected Israel's identity as a Jewish state, mocking the idea. Bringing the audience to smiles and cheers, Abbas said with a grin that as far as he is concerned Israel can call itself "the Zionist Republic, the Hebrew, the National, [or] the Socialist [Republic]."

Mahmoud Abbas: "I do not accept
the Jewish State, call it what you will"

Palestinian Authority president and Fatah chairman Mahmoud Abbas stated unequivocally Monday that he does not accept the Jewish state.

"I say this clearly: I do not accept the Jewish State, call it what you will," he said at a preliminary conference of the Palestinian Youth Parliament in Ramallah.

At the end of the conference, Abbas was presented with a large framed map of "Palestine," covering the entire area of Israel.

The photo of the map being held aloft by a smiling Abbas was featured in a prominent front-page position in both PA daily newspapers. Note that the word "Palestine" appears on the map in English.

The widespread condemnation of Iranian President Ahmadinejad's speech attacking Israel and Zionists at the UN's "Durban II" conference in Geneva made headlines around the world. But Western leaders and media seem reluctant to take the next step: Recognizing that the Iranian leader's views are not an isolated phenomenon, but are widespread in the Muslim world.

The world reacted with outrage at the speech by Iranian President Ahmadinejad at the Durban Review Conference on Racism in Geneva. European countries stormed out of his talk and released an array of statements condemning his words.

But the real problem is not that an Ahmadinejad exists, or that he proudly and vociferously spews hatred against Jews and blames Zionism for the world's evils. The problem is that his views are anything but unique in the Muslim world.

Tragically, it seems that Western leaders are using Ahmadinejad as their radical Islamic whipping boy in order to content themselves that they are doing all they can to fight growing radical Islamic racism, its calls for a world without Israel and genocide of Jews, and its espousal of Holocaust denial.

In reality, the strong media and government reactions to Ahmadinejad's hate promotion serve only to highlight their hypocrisy in ignoring the same ideology when it's expressed by Arab leaders who have succeeded in making the Western world's list of "good guys."

Saudi King Abdullah - whom President George W. Bush kissed and to whom President Barack Obama bowed earlier this month -- has blamed Israel for terror attacks in Saudi Arabia: "We can be certain that Zionism is behind everything ... I don't say 100 percent, but 95 percent." [Saudi 1 Television, May 2, 2004]

Grade 9 children in Saudi Arabia are taught that "the hour [of judgment] will not come until the Muslims fight the Jews and kill them, until the Jew hides behind rocks and trees, until the rocks or the trees say, 'O Muslim! O servant of God! There is a Jew behind me. Come and kill him!"

Earlier this year, the head of the Department of Islamic Studies at Saud University pronounced that "Jews are the enemies of Allah." Dr. Walid Al-Rashudi also prayed for the extermination of all Jews: "Kill them one by one and don't leave even one." [Al-Aqsa (Hamas) TV, Jan. 12, 2009.

It is the very existence of the Jews, not their actions or even their Zionism, that fuels the rhetoric of many Islamic political and religious leaders.

"If the Jews left Palestine to us, would we start loving them? Of course not. . . . They are enemies not because they occupied Palestine. They would have been enemies even if they did not occupy a thing," said Egyptian cleric Muhammad Hussein Ya'qoub.

". . . You must believe that we will fight, defeat, and annihilate them, until not a single Jew remains on the face of the Earth." [Al-Rahma TV (Egypt), Jan. 17, 2009]

Is this any different from Ahmadinejad's calls for a world without Israel?

And look at Palestinian Authority leader Mahmoud Abbas, depicted by the West as a moderate to whom Israel is supposed to offer statehood. But the TV channel directly controlled by Abbas's office regularly runs educational programs to teach Palestinian adults and children alike that there is no state called Israel, and that all Israel's land is actually "occupied Palestine."

Palestinian children are taught that Israeli cities throughout the entire country - from Haifa in the North, to Jaffa (part of Tel Aviv), to Eilat in the south, are all actually Palestinian cities. Videos feature songs about a "Palestine" that erases Israel and a future when the Israeli cities Jaffa and Haifa will be "liberated."

Hamas, which has convinced many Western leaders and journalists that it spends more time building schools than bombing civilians, broadcast a sermon earlier this month depicting the Jews as enemies of humanity, inherently evil, seeking to rule the world and a dangerous threat to Muslims.

"The time will come, by Allah's will, when their property will be destroyed and their children will be exterminated, and no Jew or Zionist will be left on the face of this earth." [Hamas (Al-Aqsa) TV, April 3, 2009]

boy actor Why is Ahmadinejad's Holocaust denial so passionately denounced when Palestinian Holocaust denial is so utterly ignored? Hamas TV broadcast a special documentary last year, explaining that the Holocaust was a Zionist scheme to rid the world of elderly and handicapped, and to gain world sympathy. Fatah's PA TV broadcast a children's program that said explicitly that Israel burned Palestinians in ovens.


So why is Abbas presented as a peace partner, Egypt as a peace broker and Abdullah as a friend of the West? Why does the world not react with outrage to calls for "extermination" of Jews from anyone other than Ahmadinejad?

If the West is serious about peace, then all hatred must be condemned. And we must recognize that the real enemies of peace are not only the Ahmadinejads of the world, but the "friends" who have mastered the doublespeak of calling for peace in English while inciting hatred in Arabic.

The Genocide Mechanism

Survivors of the genocides in Rwanda and Darfur spoke in Geneva this week at the parallel conference on human rights to counter the UN Durban II event. Listening to them describe how they were systematically demonized by the killers made it clear that genocide does not happen in a vacuum. The hate condition of a population willing and anxious to commit genocide needs nurturing. Genocide must be framed positively to get the necessary broad public support.
Common to the framing of all genocide is a very specific kind of demonization. In Rwanda, the Hutus taught that the Tutsis were cockroaches and snakes. Tutsi women were portrayed as cunning seductresses who used beauty and sexual power to conquer the Hutus. In Bosnia, a fictitious news report said Muslims were feeding Serb children to animals at the Sarajevo zoo. Radio Rwanda repeatedly broadcast a warning that Hutus were about to be attacked by Tutsis, to convince the Hutus that they needed to attack first to protect themselves.
This demonization included two specific components. First, the victims had to be perceived as a clear and present threat, so that the killers were convinced they were acting in self-defense. Second, the victims were dehumanized, so that the killers convinced themselves that they were not destroying real human beings.
A decent person will not join in a murder of innocents, but a decent person might join in the killing of a subhuman who is threatening his very existence. Framing genocide as self-defense can turn decent people into killers. Protection of children and family can turn a calm neighbor into a passionate murderer, because self-defense is always justified.
In Darfur and Rwanda, all that was necessary to turn a society of ordinary people into killers was to convince them that they were in danger, and that the people endangering them were less than human.

LOOKING BACK on Jewish history, it is clear that the method used to foment violence against Jews has always involved the same framing of "self-defense," with only the details changed.
So when Jews were falsely accused of poisoning wells in the Middle Ages, causing thousands of deaths, even decent people joined in the killings. They did not perceive themselves as murderers because they were defending themselves and their families.
When Jews were believed to be using blood of children for Passover matzot, even decent people felt comfortable massacring Jews, as they were defending their children from horrific torture.
Even Hitler used this argument of self-defense in Mein Kampf: "In this case [given the Jews' threat to the German people] the only salvation remaining was war, war with all the weapons the human spirit, reason, and will could muster... If the Jew... is victorious over the peoples of this world, then his crown will be the funeral wreath of humanity... Thus I believe today that I am acting according to the will of the almighty creator: When I defend myself against the Jew, I am fighting for the work of the Lord."
Hitler, too, packaged his genocide as legitimate self-defense. The details may change in each society, but the framing is always the same.

EXAMINING PALESTINIAN hate promotion today, it is especially striking and disconcerting that these components of the past genocides against Jews are prominent elements of the hate promotion of the Palestinian Authority and Hamas against Jews and Israelis.
Two items on Hamas TV earlier this month clearly document this.
Hamas TV broadcast a skit featuring actors playing a Jewish father and son, in traditional hassidic garb, discussing the hatred of Muslims that their Jewish religion mandates. The father even revives the age-old libel that Jews drink the blood of Muslims: "Shimon, look, my son, I want to teach you a few things. You have to hate the Muslims... we want to kill the Muslims, we Jews want to drink the blood of Muslims." He later criticizes his son for washing his hands in water before prayer: "We have to wash our hands with the blood of Muslims" (Al-Aqsa TV, April 3). Ironically, the Hamas accusation that Jews drink Muslim blood came the week before Passover, the anniversary of many horrific blood libels.
That same day, a Hamas religious leader ended his sermon with the promise of eventual genocide of the Jews. But to frame it properly, he opened with a depiction of Jews as the enemies of humanity: The Jews are inherently evil, seek to rule the world and are a threat to Muslims and all of humanity.
This is how Ziad Abu Alhaj framed it: "Hatred for Muhammad and Islam is in their [Jews'] souls, they are naturally disposed to it... Israel is a cancer that wants to rule the world." He concluded that the Jews are destined to be annihilated: "The time will come, by Allah's will, when their property will be destroyed and their children will be exterminated, and no Jew or Zionist will be left on the face of this earth" (Al-Aqsa TV, April 3).

THIS DEMONIZATION and dehumanization of Jews is not limited to Hamas. Although hesitant to call for explicit murdering of Jews while seeking Western money, the PA continues its unrelenting framing of genocide as self-defense and for the common good.
In the PA-Fatah media today, Jews and Israelis are demonized through malicious libels, including such lies as the assertion that Israel intentionally spreads AIDS and drugs, conducts Nazi-like medical experiments on Palestinian prisoners and is planning to destroy the Al-Aqsa Mosque.
Says the Palestinian chief religious justice, Tayseer al-Tamimi: "The AIDS issue needs to receive due attention... since we neighbor a society [Israel] where the disease is widespread and which acts to transmit [AIDS] to Palestinian society. The occupying authorities, especially in Jerusalem, are working to spread drugs and drug addiction, without a doubt" (PA radio, February 17, 2008).
And this from Dr. Mutawakil Taha, head of the Palestinian Writers' Union and former PA deputy minister: "We saw how they [Zionists] stab bellies of pregnant women, slaughter infants and eat life in cold blood. They targeted children and the wombs of women so this people won't reproduce" (PA TV, March 4, 2008).
A July 2008 article in Al-Ayyam accused Israeli settlers of releasing rats in Jerusalem's Old City "to turn the [Arab] residents' life into a living hell, forcing then to leave..." (July 17, 2008). A PA TV video clip juxtaposes scenes of a real Israeli tank with fictitious scenes of a child actor being shot, creating the fiction that Israelis deliberately target and shoot Palestinian children (PATV, May 15, 2008).
Just as the Tutsis were described as cockroaches and snakes, both Hamas and the PA have described Jews as loathsome and dangerous animals, including cockroaches, spiders, scorpions and alligators.
While each libel is somewhat different, their essence is the same: The Israelis and the Jews are dangerous, they are not human, we need to defend ourselves from them and we are clearly justified in doing so.
It is tragic that this framing of genocide as necessary self-defense has been so chillingly successful.
A poll after last year's murders of eight teenage yeshiva students found that "84 percent of Palestinians support the terror attack killing eight young students in a Jerusalem yeshiva on March 6, 2008" (Poll by Palestinian Center for Policy and Survey Research, The New York Times, March 19, 2008). How can an entire Palestinian society support the murder of children? Clearly, the framing of Jews and Israelis as mortally dangerous to Palestinians has been totally successful.
Israel now faces a society that is very possibly past the stage of genocide framing and at the point of seeing the killing of Israelis, even teens, as justified. All that would be necessary for the population to go along with the final script, detailed so many times by its leaders, would be the means.
