MISSION STATEMENT 

The DFEH is the state agency charged with enforcing California’s civil rights laws. The mission of the DFEH is to protect the people of California from unlawful discrimination in employment, housing and public accommodations and from hate violence.  


COMPLAINT PROCESS

To File a Pre-Complaint Inquiry you may select one of the following methods:

If you have a disability that prevents you from submitting a written pre-complaint form on-line, by mail, or email, the DFEH can assist you by scribing your pre-complaint by phone or for individuals who communicate by American Sign Language through the relay system. Contact the Communication Center 800-884-1684 (voice) or 800-700-2320 (TTY) or by email to contact.center@dfeh.ca.gov to schedule an appointment.

The DFEH will continue to accept online complaint filings for persons who do not wish for the DFEH to investigate their complaint. Instead, request an immediate Right to Sue.

We regret any inconvenience. If you are a non-government attendee and are unable to attend on July 23, your fee can be refunded or applied to a future program.

DFEH Procedural Regulations Rulemaking Action

The Department’s Amendments to its Procedural Regulations has been approved by the Office of Administrative Law (OAL) and was filed with the Secretary of State on June 2, 2015. The emergency regulations that this action makes permanent – which outline the pre-complaint inquiry process and make clear that there is no longer administrative adjudication of claims, i.e. the Department files complaints in civil court – remain effective and the effective date of the rest of the amendments – which only make technical and clarifying changes – is October 1, 2015.
