1. Center for Scientific Review (CSR)

The CSR is the NIH component responsible for the receipt and referral of grant applications to the PHS, as well as the initial review for scientific merit of most applications submitted to the NIH.

2. eRA Commons

NIH eRA Commons is a database used to manage applications and awards.  All PIs (Principal Investigators) must have access (a logon ID) which is set up by their IO (Institutional Official). Your proposal must pass validation in the eRA Commons before it will be accepted for consideration by the NIH.  eRA Commons is used to manage JIT, progress reports.

eRA Commons is also a virtual meeting place where NIH extramural recipient organizations, recipients, and the public can receive and transmit information about the administration of biomedical and behavioral research.

3. Funding Opportunity Announcement

A publicly available document by which a Federal Agency makes known its intentions to award discretionary grants or cooperative agreements, usually as a result of competition for funds. Funding opportunity announcements may be known as program announcements, requests for applications, notices of funding availability, solicitations, or other names depending on the Agency and type of program. Funding opportunity announcements can be found at Grants.gov/FIND, in the NIH Guide for Grants and Contracts and on other sponsor websites

4. Grants Management Officer (GMO)

The GMO is the staff member who ensures that both the granting agency and grantees meet all requirements of laws, regulations, and policies.  They are assisted by the Grants Management Specialist.

5. Grants Management Specialist (GMS)

The GMS works with the GMO on the day-to-day management of the grant. The name and contact information of the GMS assigned to a particular grant appears on the NOA (Notice of Award).

6. Just In Time (JIT)

7. NIH Notice of Award

The NIH Notice of Award is the legal document issued to notify the grantee that an award has been made.

It is issued for the initial budget period. If subsequent budget periods are also approved, it will include a reference to those budgetary commitments. Funding for subsequent budget periods are generally provided in annual increments following the annual assessment of progress. This funding is also contingent on the availability of funds. 

The NIH Notice of Award includes all applicable terms of award either by reference or specific statements. It provides contact information for the assigned program officer and grants management specialist.

8. Parent Announcement

NIH wide Funding Opportunity Announcement enabling applicants to submit an electronic investigator-initiated grant application for a specific activity code, e.g., Research Project Grant (Parent R01). Some NIH Institutes or Centers may not participate in all parent announcements. Go to Parent Announcements for Unsolicited or Investigator-Initiated Applications.

9. Program Official (PO)

The PO is responsible for the programmatic, scientific, and/or technical aspects of assigned applications and grants. The PO's responsibilities include, but are not limited to: developing research initiatives and research training programs to meet the Institute/Center's (IC) mission; coordinating with Center for Scientific Review and IC Scientific Review Officers working in partnership with grants management on post-award administration, including review of progress reports, participation in site visits and other activities.

10. ​Scientific Review Officer (SRO)

An SRO is a federal scientist who presides over a scientific review group, and coordinates and reports the initial peer review of each grant application assigned to it. Scientific review administrators act as intermediaries between applicants and reviewers, and prepare summary statements for all applications reviewed.

11. Salary Cap

A legislatively-mandated provision limiting the direct salary (also known as salary or institutional base salary, but excluding any fringe benefits and F&A costs) for individuals working on NIH grants, cooperative agreement awards, and extramural research and development contracts.  Some non-federal sponsors have salary caps.

12. SeRa Notice of Award (NOA)

The SeRA NOA is an email to the PI and PTA Manager generated by the SeRA system which indicates that a sponsored project award has been fully set up in Oracle financials and contains the Oracle PTA account number.
