Biography

Steve Heminger is Executive Director of the Metropolitan Transportation Commission (MTC). MTC is the regional transportation planning and finance agency for the nine-county San Francisco Bay Area. It administers more than $2 billion per year in funding for the operation, maintenance and expansion of the Bay Area’s surface transportation network.

Since 1998, MTC has served as the Bay Area Toll Authority (BATA) responsible for administering all toll revenue from the seven state-owned bridges. BATA has a “AA” credit rating and has issued over $9 billion in toll revenue bonds to finance bridge, highway, and transit construction projects over the next several years. MTC also functions as the region’s Service Authority for Freeways and Expressways (SAFE) and operates a fleet of 80 tow trucks and 2,600 roadside call boxes to assist motorists in trouble. In addition, MTC manages the FasTrak electronic toll collection system, the Clipper universal fare card program for public transit and the popular 511 traveler information telephone number and web site.

Mr. Heminger was appointed by House Democratic Leader Nancy Pelosi to serve on the National Surface Transportation Policy and Revenue Study Commission, which helped chart the future course for the federal transportation program. As chairman of the Toll Bridge Program Oversight Committee, Mr. Heminger also oversaw construction of the new East Span of the San Francisco-Oakland Bay Bridge — the largest transportation project in California history. In addition, he is a member of the Board of Trustees for the Mineta Transportation Institute and the Executive Committee for the Transportation Research Board.

Mr. Heminger received his Master of Arts degree from the University of Chicago and a Bachelor of Arts degree from Georgetown University.

Biography

Alix Bockelman is the Deputy Executive Director, Policy for the Metropolitan Transportation Commission, the metropolitan planning organization for the San Francisco Bay Area. In this position, she oversees MTC’s departments responsible for

• strategic financial planning and MTC’s management of federal, state and regional fund sources for transit, highways, roadways and other modes;
• state and federal legislative advocacy, and public affairs and community outreach; and
• planning, including the long range plan; transportation/land use, air quality and freight issues.

Bockelman joined MTC in 1998 and her early assignments included stints as project manager, funding liaison, transportation forecaster and multimodal program manager. In 2003 she was appointed principal analyst to oversee the region’s $18 billion transit expansion program. Two years later, in 2005, Bockelman was promoted to Director of Programming and Allocations. In this role she was responsible for overseeing MTC’s strategic financial planning and managing the distribution of more than $1 billion annually in federal, state and regional transportation funds.

Outside MTC, Bockelman is the chair of the Committee on Transportation Programming and Investment Decision-Making for the Transportation Research Board, in Washington, D.C. She also is a member of the Women’s Transportation Seminar (WTS), and in 2007 was named “Woman of the Year” by the San Francisco Bay Area chapter of WTS. Bockelman is a registered Professional Engineer in California, and holds a bachelor’s degree in Civil Engineering and a master’s degree in Public Policy – both from the University of California, Berkeley.

Biography

Andrew Fremier is the Deputy Executive Director of the Bay Area Toll Authority (BATA) and Deputy Executive Director, Operations, of the Metropolitan Transportation Commission (MTC), a sister agency to BATA. In his BATA role, Fremier supervises administration of all toll revenue for the Bay Area’s seven state-owned toll bridges: Antioch, Benicia-Martinez, Carquinez, Dumbarton, Richmond-San Rafael, San Francisco-Oakland Bay and San Mateo-Hayward. In his MTC role he oversees the Highway and Arterial Operations section and the Electronic Fare Payment System. In this capacity, he oversees the Bay Area’s 511 phone and web-based traveler information system, the Bay Area Express Lane Network, the Clipper electronic transit-fare card program, and FasTrak electronic toll collection for all eight toll bridges in the Bay Area.

Under Fremier’s direction, BATA funds the bridges’ day-to-day operations, maintenance and administration and participates in joint oversight of the Toll Bridge Seismic Retrofit Program, including completion of the final construction phases of the new East Span of the San Francisco-Oakland Bay Bridge and demolition of the old bridge.

In his role as Deputy Executive Director of BATA, Fremier also serves as staff liaison for the Bay Area Headquarters Authority (BAHA), a joint exercise of powers authority formed in 2011 for the purpose of planning, acquiring and developing office space and facilities and undertaking related activities for BATA and MTC along with other regional agencies, and the Bay Area Infrastructure Authority (BAIFA), a joint exercise of powers authority formed for the purpose of planning, developing and funding transportation and related projects.

Prior to joining BATA, Fremier served as the Chief Deputy District Director for the California Department of Transportation (Caltrans), District 4. A licensed civil engineer, Fremier held a variety of positions during his 20 years at Caltrans, including leading the Toll Bridge and Highway construction program and developing the Toll Bridge Seismic Retrofit Program.

Fremier is chair of the California Toll Operators Committee, a board member of the International Bridge, Tunnel and Turnpike Association and a member of the ITS America Leadership Circle. He holds a bachelor’s degree in civil engineering from California Polytechnic State University, San Luis Obispo.
