In December 2015, the United Nations Convention on Climate Change (UNFCCC) Conference of Parties (COP 21) in Paris agreed to an historic international climate agreement. Prior to reaching the Agreement, developed and developing countries submitted their national post-2020 climate action commitments, known as Intended Nationally Determined Contributions (INDCs). These commitments form the foundation of the 2015 climate agreement.

All INDCs submitted by October 1st 2015 were included in a synthesis report by the UNFCCC Secretariat that was released in November 2015, and updated in May 2016. The report reflects the aggregate emissions impact of INDCs.

As part of this process, WRI developed a guidance document on how to prepare INDCs, together with UNDP; Designing and Preparing Intended Nationally Determined Contributions.
