Effect of EPAct05 on Best System of Emission Reduction for New Power Plants

Through this technical support document (TSD), EPA solicited comment on its proposed views as to the meaning and significance of relevant provisions of the Energy Policy Act of 2005 (EPAct05), including how these provisions may affect the rationale for EPA’s proposed determination that partial carbon capture and storage (CCS) is the best system of emission reduction adequately demonstrated for fossil fuel-fired utility boilers and integrated gasification combined cycle (IGCC) units. This TSD has two parts.  In the first section, EPA summarizes the rationale it presented in the 2014 Proposal, and describes why the EPAct05 is most relevant for EPA’s proposed determination that partial CCS is technically feasible and of reasonable cost.  In the second section, EPA describes the applicable EPAct05 provisions, including IRC §48A(g).
