AirControlNET
AirControlNET is a PC-based database tool for conducting pollutant emissions control strategy and costing analysis. It overlays a detailed control measure database on EPA emissions inventories to compute source- and pollutant-specific emission reductions and associated costs at various geographic levels (national, regional, local). It contains a database of control measures and cost information for reducing the emissions of criteria pollutants (e.g., NOx, SO2, VOC, PM10, PM2.5, NH3) as well as CO and Hg from point (utility and non-utility), area, nonroad, and mobile sources as provided in EPA's National Emission Inventory (NEI). Users of this tool may include their own inventory files within this tool, but these files must be in a suitable format to operate within ACN. Control Strategy Tool, or "CoST") was developed as a replacement for the AirControlNET (ACN) software tool. It was determined in 2006 that it was an appropriate time to replace the ACN software with newer software that could provide improved effectiveness, functionality, and transparency to support current and upcoming needs. For more information, please go the CoST description on this web site at www.epa.gov/ttn/ecas/cost.htm Four key modules currently within AirControlNET version 4.1 include: 1) Control Scenarios Module (CSM) that allows the user to select specific control measures from the database by pollutant, source, and geographic area to create an emissions reduction scenario with computed emissions reductions and associated costs. The user can then export this scenario into spreadsheet format for further analysis or into an input script for air quality modeling within REMSAD-ST (Pechan and ENVIRON, 2001 and 2002). 2) Least-Cost Module (LCM) that allows the user to obtain an emissions reduction scenario by source and geographic area consisting of the set of control measures that achieves a stated pollutant-specific emission reduction target (in tons or percentage) with the least amount of total annual costs. 3) Script Builder Module (SBM) that allows the user to develop 'control factor files' based on percent reductions by pollutant, source, and geographic area to create an emissions reduction scenario for input into the REMSAD-ST air quality model. 4) Sensitivity Module - this allows the user the opportunity to vary important analysis parameters to determine their effect upon the results of analyses. These parameters are: interest rate, equipment life, control efficiency, labor rate, and energy prices. ACN also contains a module that allows users to run mobile source control strategies for criteria pollutants. This module allows for estimation of emissions reductions and costs based on existing runs of EPA's MOBILE6 and NONROAD models. Finally, ACN also includes exporting and reporting features that allows for export of emissions and cost data resulting from the user�s queries into text files, spreadsheets, pre-formatted reporting tables, or maps. The underlying data for the control measures and costs come from reports such as the EPA Air Pollution Control Cost Manual, and from reports issued by EPA's Office of Research and Development and other EPA references. Data from references prepared outside of EPA are also part incorporated into ACN as appropriate. AirControlNET's primary purpose is to assist EPA in carrying out national and regional control strategy applications in support of implementation of the National Ambient Air Quality Standards (NAAQS), standards that are designed to protect public health and improve environmental quality by limiting concentrations of criteria pollutants throughout the U.S. We believe that AirControlNET is best suited for application of criteria pollutant and precursor control strategies at a national or regional level. ACN may also serve as a potentially useful tool for States and local agencies as they prepare control strategy analyses for various purposes (e.g. SIP development). We want to note that the coverage of mobile source controls is limited in this tool.
