Status

The RCRA Facility Investigation Final Report was approved on March 5, 2004.   As per the Corrective Action Order, Century was required to submit a Corrective Measures Study Plan .  Century submitted the Corrective Measures Study Plan on April 16, 2004.  EPA provided comments on the Corrective Measures Study Plan at a meeting with Century in August 2004.   

In March 2007 Century submitted a Blocking Well Shutdown work plan.  The work plan purpose was to gauge the cyanide concentrations in groundwater after shutting down the six blocking wells.  The work plan was approved and the blocking wells were shut down in July 2007 for a few months.  Century submitted a report on the effects of the shutdown in June 2008.   A Corrective Measures Study (CMS) was submitted in October 2008.   EPA approved the CMS and in August 2011, EPA issued the proposed remedy contained in the Statement of Basis for public comment.   EPA did not receive any comments on the Statement of Basis during the thirty day public comment period.  EPA issued a Final Decision and Response to Comments (FDRTC) to both Century Aluminum and Constellium (formerly Alcan) on November 8, 2011.  EPA will be issuing Consent Orders to both companies to implement the selected remedy.

Background

Located about three miles downstream from Ravenswood, WV, the Century Aluminum of
WV site was built by Kaiser Aluminum and Chemical Company in 1957 as a fully integrated
aluminum producing facility.  The facility consists of both an aluminum reduction plant and a
fabrication plant that rolls aluminum ingots into plate, sheet and coil.  The facility was operated
by Kaiser until 1989, when it was sold to Ravenswood Aluminum Corporation.  Ravenswood Aluminum bought the entire property except for two parcels retained by Kaiser.  Ravenswood
Aluminum changed its name to Century Aluminum of WV in 1997.  In September 1999, Pechiney purchased approximately 500 acres of the property including the cast house and
fabrication plant from Century Aluminum.  In September 1999, Century Aluminum sold its cast house and fabrication plant to Pechiney.  Century maintained the aluminum plant portion, and continued to produce aluminum up till 2009, when the plant was shut down.  Century obtained a new EPA ID# WVR000016469 for the aluminum plant portion after the sale to Pechiney.  Pechiney Rolled Products was bought by Alcan Rolled Products in 2003, which in turn was bought out by Constellium in 2011.  Corrective Action is still associated with the original EPA ID number, which is now held by Constellium.  Corrective Action still covers the entire site.

Contaminants and Risks

The main constituent of concern in the groundwater is cyanide, while the main constituents of concern in soil are polynuclear aromatic hydrocarbons (PAHs).
