When will the tax for the bonds show up on my property bill?
The bill for 2010-2011 that arrives in the fall of 2010 will include part of the tax, reflecting the first bond issuance. The bill for 2012-2013 will likely include the total annual amount of the tax, reflecting all bond issuances.
When will the bonds be issued?
For 2010-11 and 2011-12, the property owner would see their property tax bill increased by $20 per $100,000 of Assessed Value. In the year 2012-13, another estimated $7 per $100,000 Assessed Value would be added to the property tax bill for a total of $27 per $100,000 Assessed Value. This tax will remain until the bonds are fully paid.
How is the public art chosen and paid for?
City ordinance requires one percent of construction costs to be used for public art. For example, that would be about $280,000 for Mitchell Park Library and Community Center. The city’s Public Art Commission manages the selection process for the artist and the art.
Who is the architect for the projects?
Group 4 Architecture was selected for the Downtown, Mitchell Park, and Main Library Projects. They have more than 30 years of experience designing libraries and community centers in the Bay Area, such as the Milpitas Public Library, Santa Clara Central Public Library, Burlingame Library, Roosevelt Community Center in San Jose, and West Sacramento Community Center.” The architect for the College Terrace Library is the KPA Group.
If the bond passed, why is there still fundraising?
By state law, Measure N funds can only be used for design and construction of the buildings themselves. The city will need funding for many new computers, accessible bookshelves, modern furniture, and additional books. The Palo Alto Library Foundation is spearheading a fundraising campaign to provide the funds for these items. More information is available at http://www.palf.org/.
