Michael McNerney

Bio

Michael McNerney is an affiliate at CISAC and the co-founder and CEO of Efflux Systems, a cybersecurity startup. Prior to this, he worked as an attorney and startup advisor where he provided services to government agencies and private sector companies in the cybersecurity industry. 
 
McNerney also served as a Cyber Policy Advisor in the Office of the Secretary of Defense, where he drafted and negotiated key pieces of federal legislation through the congressional process and worked with defense industry, internet service providers and tech companies to develop cybersecurity programs. While there, he also worked as an attorney in the Office of the General Counsel focusing on telecommunications law.
 
Prior to that position, McNerney was appointed as a Presidential Management Fellow in the U.S. State Department. As Foreign Affairs Officer, he pioneered a U.S. government detainee monitoring policy and drafted a national strategy for fighting corruption in Afghanistan.
 
McNerney served in the U.S. Air Force for four years, where he became a captain. He graduated from the University of California, Davis, and earned his J.D. from American University, Washington College of Law. He is also a fellow at the Truman National Security Project, a lecturer of political science at California State University, and the co-founder of Technology for Global Security.
