Alvin Rabushka

ALVIN RABUSHKA was honored May 18 as a distinguished alumnus of the School of Arts and Sciences at Washington University in St. Louis. Rabushka, the David and Joan Traitel Senior Fellow at the Hoover Institution, has long championed the flat tax—a tax with one rate for all—within the United States and around the world. His book, The Flat Tax, co-authored with Hoover Senior Fellow and economics Professor Robert Hall, recently was reprinted as a Hoover Classic on its 25th anniversary. Rabushka, a native of St. Louis, earned his bachelor's, master's and doctoral degrees from Washington University in the 1960s. He has published more than 20 books on race and ethnicity, taxation, state and local government finances and economic development in Israel and Asia. Although the United States does not have a flat tax, 15 countries have implemented a flat income tax based on Rabushka's work, and several more are considering it.
