Language Census

An annual collection of data on students with non-English language backgrounds; includes data on English learner (EL) and fluent-English-proficient enrollment, EL instructional services, and EL staff.

The Language Census is an annual data collection administered in March that collects the following data elements: number of English learner (EL) students (formerly known as limited English-proficient [LEP]) and fluent English-proficient (FEP) students in California public schools (kindergarten through grade twelve) by grade and primary language other than English; number of EL students enrolled in specific instructional settings or services by type of setting or service; number of students reclassified from EL to FEP from the prior year; number of parental waivers submitted and granted; and the number of staff providing instructional services to EL students.

March 26, 2010: Language Census data are due to the California Department of Education (CDE)

    Allows you to update your contact information, view a list of schools expected to submit Language Census data, submit data for a district or independently reporting charter school that does not have data to report, and view Language Census data prior to certification. Note, not all options are available throughout the year.

Software

The Language Census Data Entry Assistant Software (LCDEA) is used by districts and independently reporting charter schools to submit Language Census data.

CALPADS and CBEDS Resources

Language Census data are being sourced from three data collections this year. For more information on data being reported through the California Longitudinal Pupil Achievement Data System (CALPADS) and California Basic Educational Data System (CBEDS) collections, please refer to the resources listed below.

  • CALPADS
    The source of English learner and fluent-English-proficient student counts will come from the fall CALPADS data submission.
  • CBEDS Instructional Materials
    The source of parental exception waivers and counts of bilingual paraprofessionals will come from the fall CBEDS-OPUS data collection.
