Evaluation and technical assistance to provide services to English learners.

Provides evaluation and technical assistance to Local Educational Agencies to ensure that English learners acquire full proficiency in English as rapidly and effectively as possible, and that English learners meet state standards for academic achievement.

Data Collection and Analysis
Data is collected from California schools to identify trends and educational needs and to measure student academic performance. Of particular interest to English Learners, the Language Census (R30-LC), this survey reveals not only the total number of English learners in each school, it also provides student language acquisition progress data by grades.

English Learner Advisory Committee
A committee comprised of parents, staff, and community members specifically designated to advise school officials on English Learner program services.

Legal Resources
A collection of often cross-referenced legal documents, which have defined English learner access rights to educational services. It is supplemented with various federal Web sites related to civil rights and sources to find specific laws.

Parental Notification Translation Requirement
Assembly Bill 680 (Chapter 706, Statutes of 2006) requires the California Department of Education to notify county and district superintendents annually that parental notifications shall be translated into the primary language spoken by 15 percent or more the school's enrollment. This letter explains the requirement and presents instructions on how school districts may determine the languages spoken and their percentage for each school site.
