David J. Hayes is a distinguished visiting lecturer in Law at the Stanford Law School.  He served as the deputy secretary and chief operating officer of the Department of the Interior in the Obama and Clinton administrations (1999-2001; 2009-13).  President Obama designated Hayes as coordinator of the administration's energy development and permitting activities in Alaska under Executive Order 13580, from which emerged his Interagency Working Group’s March 2013 Report to the president: “Managing  for the Future in a Rapidly Changing Arctic.”  He played a key role in managing the Deepwater Horizon oil spill and received the US Coast Guard's highest civilian honor for his leadership in that crisis.  Hayes previously worked in the private sector as global chair of the Environment, Land and Resources Department at Latham and Watkins, an international law firm. He is a graduate of the University of Notre Dame and Stanford University.
