Biography: 

Douglas Burnett is a maritime partner in New York at Squire Sanders (US) LLP, where he has practiced maritime and admiralty law for the past thirty-two years, specializing in shipping and submarine cables. He is the international law adviser for the International Cable Protection Committee (ICPC), the chairman of the International Law of the Sea Subcommittee of the Maritime Law Association of the United States, and the former chairman of the Admiralty Committee of the New York County Lawyers Association. He has argued before the US Supreme Court and testified as an expert before the Senate Foreign Relations Committee on the United Nations Law of the Sea Convention. He holds the rank of captain, US Navy (ret.) and is a 1972 graduate of the US Naval Academy and a 1980 graduate of the University of Denver College of Law.
