Biography: 

Philip (Phil) H. Greene Jr., a retired rear admiral, US Navy, spent more than thirty-two years on active duty, during which he commanded two ships, a destroyer squadron and a combined joint task force. Following his retirement from the navy, Phil was appointed to the senior executive service in the Department of Transportation. He subsequently served as the eleventh superintendent of the US Merchant Marine Academy, Kings Point, NY, and then held the US Department of Transportation Chair at the National Defense University, Washington, DC. Phil graduated from the US Merchant Marine Academy and earned advanced degrees from the National War College and the Naval Postgraduate School. In addition, he holds a merchant marine license as master (oceans, any gross tonnage).
