The City of Philadelphia has informed Harrisburg lawmakers that, due to the State budget impasse, the City is forced to delay spending on anything other than employee compensation, debt service, and emergencies. This means that all payments to vendors and suppliers will be delayed until the passage of the State budget and passage of legislation authorizing an increase in the City’s sales tax and changes to its pension payments. The following documents are a set of preliminary recommendations from the Mayor's Advisory Task Force on Ethics and Campaign Finance Reform. The Task Force invites comments for a second public hearing on Tuesday May 5th at 5:30pm at the Pennsylvania Convention Center.


Background:
On September 24, 2008, Mayor Nutter formed an Advisory Task Force on Ethics and Campaign Finance Reform (the “Task Force”) to perform a comprehensive review of the City’s campaign finance and ethics laws, hold a public hearing to receive information and recommendations from the public, and ultimately provide a report to the Mayor and the Council President setting forth recommendations regarding improvements, changes, and/or amendments to the existing campaign finance and ethics laws of the City. Mayor’s Commission on Technology (MCOT) Helps Vulnerable Philadelphians Get Ready for the Digital Television Transition
With the January 6, 2009 Federal Communications Commission Digital Television Consumer Assistance for Converter Box Installation Grant Award, the Mayor’s Commission on Technology (MCOT) has established 10 DTV Help Centers in Philadelphia to help vulnerable Philadelphians (seniors, disabled, low-income and non-English speaking) prepare for the transition from analog to digital television in June 2009.  The DTV Help Centers are located in a recreation center in each City Council District.  Converter box installation services are also available for seniors and disabled unable to connect them.  To take advantage of these services, call 311.

The City of Philadelphia is publishing the names of business tax delinquents who have failed to pay tax bills of at least $50,000. This is part of an effort to crackdown on delinquent taxpayers and to expand and improve the City of Philadelphia's revenue collection efforts. Many of these judgments are against businesses and their officers who collected taxes from their customers and employees, but failed to send the money to the City of Philadelphia. Courts have entered judgments against them, and they have neither made payment nor honored payment arrangements they previously made with the City.
