Although targets can help to focus global health efforts, they can also detract attention from deeper underlying challenges in global health. Recent pushes to achieve universal health coverage in low-income countries fail to account for the large share of services sought from private informal sector providers. More generally, they lack strategies for improving the (often very poor) quality of care to be “covered.” This panel will explore divergence between global health “targets” and on-the-ground realities that must be addressed by global health policy.
