To promote mobility for all Bay Area residents, MTC has adopted a Coordinated Public Transit-Human Services Transportation Plan Update. The update aims to improve coordination among transit agencies, and better meet the needs of:
- Seniors
- People with disabilities
- Low-income residents
The update zeroes in on transportation gaps faced by these populations.
The update also documents innovative approaches from around the state, and identifies priority solutions and regional strategies.
Our efforts are designed to improve the delivery of specialized transportation services.

The 2013 Coordinated Transit-Human Services Transportation Plan Update was developed with assistance from a technical advisory committee that included representatives from:
- MTC
- Marin Transit
- U.S. Department of Veterans Affairs
- Contra Costa County Employment & Human Services Dept.
- OUTREACH (Santa Clara County)
- Luxor Cab Co. (San Francisco)
People reporting disabilities across six categories defined by the Census Bureau account for nine percent of the Bay Area population.
Of this population, 39 percent of people with disabilities live in households with income below 200 percent of the federal poverty level.
This is about one-and-a-half times the rate of their representation in the general Bay Area population.
While approximately 10 percent of all Bay Area households report having no access to a car, this share is higher for each of the target populations studied in our plan:
- 18 percent for householders 65 or over
- 18 percent for householders reporting
a disability - 16 percent for lower-income households.
