1=An elementary, middle, or high school that is:

  • Identified as persistently lowest achieving or identified under the high school graduation rate criteria;

  • In Program Improvement (PI) in 2009–10;

  • Anticipated to receive Title I, Part A funds in 2009–10; and
  • Located in a local educational agency (LEA) that has an approved LEA plan and is anticipated to receive Title I funds in 2009–10

2=A middle or high school that

Meets Criteria A, B, C, and D:

  • Identified as persistently lowest achieving or identified under the high school graduation rate criteria;

  • not in PI in 2009–10, but is eligible to receive Title I funds in 2009–10;

  • Not anticipated to receive Title I, Part A funds in 2009–10; and

  • Located in an LEA that has an approved LEA plan and is anticipated to receive Title I funds in 2009–10

Or Meets Criterion E:

  • Met the first three criteria in Tier I but was not identified as part of the five percent lowest achieving

3=An elementary, middle, or high school that is:

  • Not identified as persistently lowest achieving in Tier I or Tier II and not identified under the high school graduation rate criteria;

  • In PI in 2009–10;

  • Anticipated to receive Title I, Part A funds in 2009–10; and
  • Located in an LEA that has an approved LEA plan and is anticipated to receive Title I funds in 2009–10
