This page provides links to criteria pollutant nonattainment area and county information based on data in the Green Book. The data is available in xbase (dbf) and spreadsheet (xls) formats. A data dictionary is available that provides data structure details and additional information for all of the download files. Where applicable, links to Green Book reports that contain information similar to the exported data are listed.

Please note that as of the July 2, 2014 Green Book, the exported pollutant name has been modified to include the year of the NAAQS standard or revision.

ALLPOLLS_NAA dbf | xls
A listing of all nonattainment areas grouped under common area names, including area classification, county counts, and 2010 census populations. Previous 1-hour Ozone areas are not included in this export.

An area-level list of nonattainment and maintenance area status information for all criteria pollutants.

Pollutant	Criteria pollutant
Status	"NAA' for nonattainment area, "Maint" for maintenance area
Orig_dv	Area design value at time of initial classification
Class	Current area classification
Areapop	2010 census area population
nCntyTotal	Number of counties in area
Region	EPA region(s) in area
States	State abbreviation(s) in which the area is located
Pollorder	Used to sort classifications within a pollutant grouping
ComposID	Unique area identifier for linking with map GIS files and other databases
ExportDt	Date of export

NAYRO dbf | xls
This county-level export contains nonattainment and maintenance counties for each criteria pollutant, including previous 1-hour Ozone counties. If more than one nonattainment area for a pollutant is in a county, the county will be listed with a row for each nonattainment area.

State	Full name of state that county is in
St_abbr	State abbreviation that county is in
Countyname	Name of county
Pollutant	Criteria pollutant
Area_name	Area name
Split	.T. if split area (see data dictionary)
YrXXXX	Repeating fields for each year representing calendar years that the county is in nonattainment. Column names are YrXXXX where XXXX=calendar year starting with 1992 to present year. Each field is filled with 2-character year for which the county is in nonattainment.
Effec_Rede	Effective date of state's area redesignation (see data dictionary)
Nonattain	"Yes" if county in nonattainment area, or if in split nonattainment area (see data dictionary)
Class	Area classification
Part	Indicates whether part of the county (P) or all of the county (W) is in the area
Population	2010 census area population
Fips_state	State FIPS code
Fips_cnty	County FIPS code
Pollorder	Allows sorting classifications in air quality order within a pollutant grouping
ComposID	Unique area identifier for linking with map GIS files and other databases
ExportDt	Date of export

PHISTORY dbf | xls
The phistory export lists all counties in criteria pollutant nonattainment areas from 1978 to the present. There is one row for a county and pollutant showing the years the county was in nonattainment for the pollutant, and whether the whole county or part of the county was in nonattainment for a year.

The phisttsp export lists all counties in TSP or PM-10 nonattainment areas from 1978 to the present. There is one row for a county and pollutant showing the years the county was in nonattainment for the pollutant, and whether the whole county or part of the county was in nonattainment for a year.
