The lead agency coordinating the federal response to COVID-19 is the Federal Emergency Management Agency (FEMA). The Department of Health and Human Services (HHS), the Centers for Disease Control and Prevention (CDC), and the U.S. Department of the Interior (DOI) Office of Emergency Management (OEM) are supporting this by planning and implementing DOI’s response.

BIE School Reopening Guidance
To support Executive Order 14000 on safely reopening schools, the U.S. Department of Education (ED), in coordination with the Centers for Disease Control and Prevention (CDC), published guidance, the ED COVID-19 Handbook Volume 1: Strategies for Safely Reopening Elementary and Secondary Schools (Handbook), to support the national response to COVID-19. Bureau of Indian Education (BIE) operated schools should align their individual school reopening plans to the Handbook to provide BIE students a high-quality instructional program with consistent implementation of risk mitigation strategies. BIE-funded Tribally controlled schools may continue to use this information as general guidance.
