Is My Facility's Six-Digit NAICS Code a TRI-Covered Industry?
NAICS Codes and TRI Reporting
The North American Industry Classification System (NAICS) is a framework by which economic units that have similar production processes are classified into the same industry by a numerical designation, the most detailed of which is six-digits.
The Emergency Planning and Community Right-to-Know Act originally required TRI reporting using four-digit Standard Industrial Classification (SIC) codes. However, the Office of Management and Budget replaced the SIC code system with the NAICS code system developed by the U.S. Census Bureau, and TRI adopted this system in 2006 (71 FR 32464). NAICS codes are updated every five years, and TRI facilities currently use OMB-revised 2012 six-digit NAICS codes on their TRI reporting forms.
NOTE: It is the full six-digit NAICS code (not the two, three, four, or five digit-code) that determines a facility's coverage under the TRI Program.
Determining if Your Facility's Six-Digit Primary NAICS Code is Covered by the TRI Program
1. Determine your facility's six-digit NAICS code for the purposes of TRI reporting.
- If you already know your facility's six-digit code, skip to step #2.
- If you are unsure of your facility's six-digit code, you can:
- View the U.S. Census Bureau's SIC to NAICS crosswalk tables
- Refer to section B.2 of the TRI Reporting Forms and Instructions
- Contact the TRI Information Center
- Contact your TRI regional coordinator
2. Find your facility's three-digit NAICS industry subsector code or four-digit NAICS industry group on the list below. The details given will indicate which six-digit NAICS codes are covered and whether there are any reporting exceptions or limitations for those covered codes. If your facility's two or three-digit code does not appear in one of the headings below, or is not captured under the "All Other Miscellaneous Manufacturing" heading, your facility is not required to report to the TRI Program.
3. Note that a variety of miscellaneous six-digit NAICS codes are included in "All Other Miscellaneous Manufacturing," which is listed right after subsector 339, Miscellaneous Manufacturing.

Federal Facilities
In 1993, President Clinton signed EO 12856, "Federal Compliance With Right-to-Know Laws and Pollution Prevention Requirements." This order established toxic chemical release reporting by all federal facilities that meet TRI threshold reporting criteria regardless of the facility's NAICS code, including, but not limited to, the NAICS codes listed above. EO 12856 is superseded by EO 13148 (2000) and EO 13423 (2007).
