The Bureau presents Semi-Annual Reports to Congress and the American people in fulfillment of its statutory responsibility and commitment to accountability and transparency. The Bureau’s Spring 2019 (October 1, 2018, to March 31, 2019) Semi-Annual Report meets this mandate.

The semi-annual report and my written testimony provide a rundown of our activities in the first half of fiscal year 2019 and a preview of more recent initiatives. I will take the opportunity now to highlight some of those initiatives.

Thank you Chairman Hensarling, Ranking Member Waters, and Members of the Committee. I am reporting today on our work over the past year. The Consumer Financial Protection Bureau was created to stand up for consumers and make financial markets work more fairly.
On September 8, 2016, the Consumer Bureau, together with our partners at the Los Angeles City Attorney’s office and the Office of the Comptroller of the Currency, took an enforcement action against Wells Fargo Bank. Our investigations found that, in order to meet sales goals and collect financial bonuses for themselves, employees of the bank created unauthorized deposit and credit card accounts, enrolled consumers in online banking services, and ordered debit cards for consumers, all without their consent or even their knowledge.
