The idea for the Oregon monument came from a small group of local veterans who attended the dedication of the national Vietnam veterans memorial in Washington, D.C., in November 1982.

When Margaret (Fowler) Cutter Willard died at the Oregon State Hospital in 1936, she remained there for another 84 years. That is, until this February when a volunteer genealogist sent Massacusetts resident Pamela Calder a letter telling her that Willard was her great-grandmother, and that her remains were one of 3,600 forgotten at the hospital since 1914.
