EPA Requires Beemsterboer and KCBX to Take Action
U.S. EPA is working closely with Illinois EPA, the Illinois Attorney General’s Office and the Chicago Department of Public Health to ensure compliance with rules and regulations and assess the health impacts of these facilities on the residents of southeast Chicago. EPA required Beemsterboer and KCBX to monitor the dust from their facilities.

KCBX Terminals, Inc.
On Nov. 15, 2013, EPA required KCBX to install and operate an ambient air quality monitoring network for dust (aka, soot) surrounding both its North and South facilities in southeast Chicago. It also required KCBX to submit samples of its pet coke from these facilities to EPA for laboratory analysis.

- Feb. 17, 2014 - EPA received notice from KCBX that it had commenced operation of all ambient air quality monitoring equipment.
- Feb. 28, 2014 - EPA received a revised QAPP: KCBX Quality Assurance Project Plan - February 2014
- March 11, 2014 - EPA’s labs received 14 samples of pet coke from KCBX.
- March 28, 2014 - EPA received KCBX Air Monitoring Data for February 2014
- April 14, 2014 - EPA issued a second Section 114 information request to KCBX
- Oct. 16, 2014 – EPA received a revised QAPP: KCBX Quality Assurance Project Plan
- Feb. 11, 2015 – EPA issued a third Section 114 information request to KCBX to extend air monitoring for another year.

- Feb. 24, 2014 - Beemsterboer notified EPA that all bulk materials including pet coke had been removed from its southeast Chicago facility. Beemsterboer asked to be relieved of the particulate matter monitoring requirement. In response, EPA required that Beemsterboer certify that all bulk materials had been removed and provide photographs to confirm their removal.
- Feb. 27, 2014 - Beemsterboer provided these items to EPA.
- March 5, 2014 - EPA issued a new Section 114 information request to Beemsterboer. It required notification within 30 days of any plans to resume storage or handling of pet coke. It also required Beemsterboer to begin monitoring and provide samples of pet coke to EPA promptly if it resumes pet coke operations at the facility.
