Issues related to the Special Education Funding Model.

Study of Policies, Procedures, and Practices Affecting the Education of Children Residing in Group Homes

In October 2001, the California Department of Education (CDE) issued a Request for Proposals (RFP) inviting eligible bidders to submit proposals to conduct a study regarding policies, procedures, and practices affecting the education of children residing in licensed children's institutions (group homes) throughout California. The purpose of the study is to provide specific recommendations to the CDE, the Governor, the Department of Finance, and the Legislature. The study will examine policies, procedures, and practices related to, for example, educational and residential placement, records and information transfer, interagency and inter-jurisdictional relationships, and fiscal arrangements.

In December 2001, the CDE awarded the contract to the American Institutes for Research (AIR):

Study of the Incidence Adustment in the Special Education Funding Model

In November 2002, the California Department of Education (CDE) issued a Request for Proposals (RFP) inviting eligible bidders to submit proposals to conduct a study regarding the incidence of disabilities in special education programs throughout California. The study will provide specific recommendations to the CDE, the Governor, the Department of Finance, and the Legislature regarding whether and how the special education funding model should be adjusted based on the incidence of disabilities.
