The CMIS program provides oversight and monitoring requirements for a Local Educational Agencies (LEAs) that are unable to ensure that all schools have achieved 100 percent Highly Qualified Teacher (HQT) status as mandated by the Elementary and Secondary Education Act (ESEA). There are four CMIS levels, Level A, B, C, and Monitoring.
Title I, Title II, and/or Title III status under ESEA Letter
All LEAs subject to Title I, Title II, and/or Title III accountability requirements are notified annually by letter of their improvement status and directed to the California Department of Education (CDE) Accountability Program Improvements for directions on meeting all accountability requirements.
Level A
Level A LEAs with less than 100 percent highly qualified teachers in ESEA core academic subjects for one school year are required to submit a ESEA Non-Compliant Teacher Action Plan to the CDE by November 15th.
Non-Compliant Teacher Action Plan (XLS; 40KB: 1pg.) lists each non-highly qualified teacher and which activities will occur to make each teacher highly qualified.
Level B
Updated Level B Information to be posted by January 1, 2011.
Level C
Level C LEAs with less than 100 percent highly qualified teachers in ESEA core academic subjects and that fail to make Adequate Yearly Progress (AYP), for three consecutive years, shall enter into an agreement with the CDE per the provisions of Section 2141(c) of the ESEA. The agreement consists of a Memorandum of Understanding (MOU), Budget Agreement and the Non-Compliant Teacher Action Plan.
