Good News!  No export license is required.  However, you now need to document your export by submitting a One Time No License Required ("NLR") Certification This Memorandum from the Dean of Research REQUIRES that all activity subject to US export controls be documented to demonstrate Stanford's due diligence and its compliance with applicable US laws.

Because several federal agencies restrict or prohibit transactions with certain individuals and organizations, you must first conduct a Restricted Party Screen to confirm and document that both the international recipient and the recipient's organization with which you are transacting/collaborating is not identified on a US Government restricted party list. A Restricted Party Screen is inapplicable to Stanford-owned laptops, tablets or smart phones taken on international travel for personal use.

You may ship, hand carry or share when you've submitted your One Time NLR certification and, when applicable, have confirmed that your recipient/collaborator and their affiliated organization is not a restricted party.  Stanford's preferred freight forwarder, Tigers Global Logistics (510-784-8920), can assist you if shipping internationally.

Please note that many geographic regions include countries with a high incidence of requests for improper payments (bribery) to facilitate a transaction,  High risk regions include most countries in Africa and the Middle East, a majority of countries in Asia, including China and India, Eastern Europe and Russia.  For more information you should consult the Transparency International website, which contains country specific information about corruption risks, or Stanford’s anti-bribery policy.
