This section provides links to the Overview to the FY 2018-2019 NPM Guidances, the Final NPM Guidances, and the Response to Comments on the draft NPM Guidances (the draft FY 2018-2019 NPM Guidances were available for comment from June 28 - August 4, 2017).
EPA intends to develop FY 2019 Addendums to address any significant changes identified after the release of the final FY 2018-2019 NPM Guidances.

FY 2018-2019 NPM Guidances Early Engagement Summaries
As part of developing the FY 2018-2019 NPM Guidances, NPMs reached out to states and tribes from July 19 through December 1, 2016, to solicit input on priorities to consider in developing their FY 2018-2019 NPM Guidances. Below are the NPMs’ summaries of these engagement efforts.

Final FY 2017 Addendums to the FY 2016-2017 NPM Guidances
EPA developed FY 2017 Exceptions-Based Addendums to update the two-year FY 2016-2017 National Program Manager (NPM) Guidances, issued in April 2015.* The FY 2017 Addendums address and incorporate significant changes identified after the release of the FY 2016-2017 NPM Guidances that are important for EPA, states, and tribes. The Overview provides additional context and summarizes the major updates captured in the FY 2017 Exceptions-Based Addendums.
The FY 2017 Exceptions-Based Addendums were available for comment from February 19 to March 25, 2016. OECA, OCSPP, OLEM, and OEI received no comments during the public comment period.

**In 2015, the Office of Solid Waste and Emergency Response (OSWER) was reorganized and renamed the Office of Land and Emergency Management (OLEM).
Final FY 2016-2017 NPM Guidances
Beginning with FY 2016-2017, EPA is implementing a new two-year NPM Guidance process designed to strengthen our partnerships with states and tribes and continue developing clear and concise NPM Guidance documents. The Overview to the FY 2016-2017 NPM Guidances introduces the new two-year process. The FY 2016-2017 NPM Guidances were available for comment from February 23 – March 23, 2015.
