Yes, whenever you tag content, the tagged person will receive a notification that you tagged them. When you tag someone in a photo, people will see “Tagged by [Your Name]” when they hover over the name of the person you tagged.

The only exception to this rule is when someone chooses the Only Me audience. With Only Me, the post is only visible to the person who posted it, regardless of who they tag.
