Coast Guard changes Umpqua River rule 3/18/2010, 12:40 a.m. PDT
(AP) — WINCHESTER BAY, Ore. - After an outcry from Winchester Bay residents, the Coast Guard says it will no longer keep crabbers out of prime grounds on Oregon's Umpqua River when the agency determines that unsafe conditions are present where the mouth of the river meets the ocean.
