  5. Feels worth clarifying… the Biden admin isn’t going to do anything like this until reconciliation passes (or fails). There’s no reason for the WH to join a toothless international pledge about a target 19 years away if it means risking their best bet for near-term carbon cuts.

    This seems like good news for Powell, no? Some progressives were concerned that if Powell was reappointed, then Quarles would stay too, limiting Biden’s ability to appoint Democrats to the Board. Quarles’ resignation seems to remove that concern.
