STARS - Stanford Training and Registration System

What is STARS?

The Stanford Training And RegistrationSystem (STARS) is Stanford's implementation of PeopleSoft's Enterprise Learning Management System (commonly referred to as either "ELM" or "LMS"). It is a single system for learners, managers, instructors, and administrators. STARS is a distinct module in the PeopleSoft system that provides management with a centralized University-wide tracking tool for delivering and tracking professional development, personal development and compliance training.

STARS manages the business of learning and training with the goal of increasing the operational efficiency of the extended learning process. STARS uses web services and industry standards, and complies with SCORM 1.2 and AICC standards to ensure the integration of a wide variety of content into your learning programs. In addition, STARS integrates with other PeopleSoft Enterprise Human Resources, Performance Management, and Financials applications from Oracle.

What's new in STARS

STARS Discovery Project - In late October 2011, Stanford began a STARS Realignment and Discovery Project to assist in a smooth transition in both, "system ownership," and operational focus to more closely meet organizational learning and development requirements in addition to compliance training. We have engaged an external consultant, Bersin & Associates, to assist us in defining both, the University’s and local training organization’s needs and business requirements. We feel it is important, especially at this key juncture, to reevaluate the future vision and strategies for the Enterprise Learning Management solution.

STARS Version 9.1 Upgrade - STARS was upgraded from PeopleSoft version 8.8 to PeopleSoft version 9.0 in December of 2007. However, the current version 9.0 has reached the conclusion of its lifecycle. To align STARS with the current Oracle/PeopleSoft ELM release and to ensure timely vendor support, we are conducting a project to upgrade from version 9.0 to 9.1. The project started in June 2011, and expected to "Go-Live" mid-December 2011.

OBIEE Reporting - On June 14, 2011, STARS, together with the Administrative Systems - Data Management & Reporting team, launched a new reporting environment, "OBI," using the Oracle Business Intelligence Enterprise Edition business analytics and reporting tool. OBI will allow STARS Administrators greater flexibility, including adhoc dimensional reporting capabilities, and help improve reporting efficiencies.

STARS Express - On February 28, 2011, STARS launched the new "STARS Express," a new process that allows the provision of direct URLs to Learners, to ease their identification, enrollment and completion of STARS training courses and programs. This allows Learners to bypass the Axess portal, and go directly (after WebAuth) to training courses. A STARS Administrator can directly link learners to Program Registration, Activity Enrollment, or Launch Activity pages. Delivery of the URL to Learners can be by a website, and/or email to the Learners.

Browse Catalog UI - On January 4, 2011, STARS launched the new User Interface for the STARS Browse Catalog feature. The new catalog look emulates the same look-and-feel as the new eTOG.

eTOG - On March 25, 2010, STARS launched the electronic replacement for the legacy Training Opportunities Guide (TOG). The TOG was a quarterly publication of training offered at Stanford, and was established in the early 1980's. eTOG is populated from the STARS catalog of training courses, and does not require WebAuth to browse. eTOG is located at: http://training.stanford.edu .

Calendar Integration - On October 9, 2009, STARS will be enhanced to integrate with the Stanford eMail and Calendar system (Zimbra). Phase I integrates STARS with Learner's Calendars. Course information (Location, Date and Time) will be automatically entered on Learners' University calendar after successful enrollment into a classroom-based STARS activity via the STARS Notification message. Please see the STARS-to-Calendar FAQ for more information.

Manager Self-Service (MSS) - On October 2, 2009, Stanford implemented MSS, to enable Managers and Supervisors to view the STARS Learning Records of their direct reports and of those within the organization tree below them. Managers can view Learning Records for individual staff members or for their entire Team. Managers may add recommended training to the Learning Plans, and view the Certification Status, of anyone in their organization tree.
STARS defines a "Manager" as the "Reports to" person listed in employees' PeopleSoft HR job record (the same structure used for Axess Timecard reporting).

Training Needs Assessment Tool (TNAT) - On July 10, 2009, Stanford completed TNAT, Training Needs Assessment Tool, as an add-on to the STARS Enterprise Learning Management solution. TNAT is a self-assessment survey, designed to assist Learners to identify required training.

STARS Enhancements - The STARS Team continues to implement a large number of enhancements and fixes to the core PeopleSoft ELM (STARS) functionality. On May 22, 2009, Stanford completed a major re-design of the STARS User Interface (UI) for Learners.  These changes are designed to improve the User's experience with STARS. These changes include re-designed search functions, to make finding courses easier, and streamlining the Program Registration and Activity Enrollment processes. Please see our enhancements list for additional information regarding highlighted enhancements.

STARS Version 9 Upgrade - On December 3, 2007, Stanford completed the STARS upgrade to version 9.0. In 2008, Stanford upgraded its entire PeopleSoft system from version 8.0 to version 9.0. Because STARS is a distinct module in PeopleSoft, it represented a smaller migration to version 9.0 and was implemented before the remainder of the PeopleSoft system.

From time to time, as released by PeopleSoft, STARS implements ELM Software Bundles. These Software Bundles are "bundles" of software patches, fixes and enhancements. Please see ELM Bundles for additional information regarding relevant highlights of each bundle.

Please report additional issues by filing a HelpSU Request.
