Article 11 of the Paris Agreement, highlights the importance of enhancing the capacity and ability of developing country Parties to take effective climate change action, including inter alia, to implement adaptation and mitigation actions, and should facilitate technology development, dissemination and deployment, access to climate finance, relevant aspects of education, training and public awareness and the transparent, timely and accurate communication of information. Also Article 11 states that all Parties should cooperate to enhance the capacity of developing country Parties to implement the Paris Agreement. Developed country Parties should enhance support for capacity building actions in developing country Parties.

In accordance with decision 16/CP.22 capacity-building is an integral component of the means of implementation to enable developing country Parties to implement the Convention and the Paris Agreement and is the active engagement of a wide spectrum of stakeholders, including State and non-State actors, in planning, implementing and monitoring activities with capacity-building components. The COP noted that many of the areas contained in the framework for capacity-building in developing country Parties are also relevant to Parties with economies in transition. Additionally, the Paris Agreement also recognizes that, while the objective and scope of capacity-building in developing countries as contained in decision 2/CP.7 are still relevant, current and emerging areas in the context of the Convention and the Paris Agreement should also be taken into account in the further implementation of the framework for capacity-building in developing countries.

Paris Committee on Capacity-building

The Paris Committee on Capacity-building (PCCB) was established to address gaps and needs, both current and emerging, in implementing capacity-building in developing country Parties and further enhancing capacity-building efforts, including with regard to coherence and coordination in capacity-building activities under the Convention.


Capacity-building Portal

The Capacity-building Portal is an access point to a database of capacity-building activities in countries across the world, activities whose focus is to better mitigate and adapt to climate change.
It is a response to the request from the COP for the UNFCCC secretariat to collect, process, compile and disseminate, in both printed and electronic formats, the information needed by the COP or its subsidiary bodies to review the progress in the implementation of the framework for capacity-building in developing countries.


Durban Forum on Capacity-building

The Durban Forum on Capacity-building is an annual, in-session event organized under the auspices of the SBI that provides an overview of the capacity-building support being provided to developing countries. It brings together stakeholders involved in building the capacity of developing countries to mitigate and adapt to climate change.


Capacity-building frameworks

Two capacity-building frameworks were adopted in 2001 by the Conference of the Parties. They address the needs, conditions and priorities of developing countries and of countries with economies in transition. The frameworks:

  • Provide a set of guiding principles and approaches to capacity-building;
  • Contain a list of priority areas for action on capacity-building;
  • Set out a way forward for capacity-building activities;
  • Provide guidance on the support of financial and technical resources;
  • Call for developing countries and countries with economies in transition to provide information on their specific needs and priorities.
