In 2005, the city of Spokane, Washington, completed its University District Strategic Master Plan, which established the community’s vision for the district. As a next step in implementation, the city and local partners applied for assistance under EPA's Smart Growth Implementation Assistance program. The city asked EPA to determine the market potential for redevelopment in the University District and to identify policy options that could increase development opportunities.
EPA assembled a team to complete a market analysis of the University District and work with city officials, local leaders, community representatives, and others to explore development opportunities for the Riverpoint campus, a key development opportunity site in the district. The team's analysis revealed significant market potential to develop the Riverpoint campus as a pedestrian-friendly place.
