Céline Jacquin

Bio

Céline is the Manager of Research and Development at WRI Mexico. She has worked in CTS EMBARQ México (now WRI Mexico) for 3 years in a cross-cutting way, first in the Economic Regulation area, and then in the Research area. She worked closely with the Transport and Urban Development areas by developing methodologies to observe and evaluate programs and policies, as well as statistic and geographical data analysis. She worked on several observatories: in the Mobility Watch conceptual definition; the Mexican Public Transport Observatory (PROTRAM); she has collaborated in the preliminary analysis for the Low Emission Zones program in Mexico (CAME). She now coordinates the local effort of Science and Research, and continues managing data compilation from projects and studies, analysis for monitoring indicators able to support policies and planning.

She promotes actively urban governance in Mexico, and particularly the Subnational program of Open Governance Partnership.

Céline previously worked as a researcher, and had developed part of a PhD in Urban planning and territorial development in the East Paris University, Mexican Studies Institute (CEMCA) and the Autonomous Metropolitan University (UAM, Mexico City) about social adaptations of the new inhabitants of massive social housing condominium in Mexican suburbs. She also collaborated in the development of several urban observatories, statistical studies of population and urban mobility. As an engaged geographer, she participated in several education and activists projects based on data analysis, cartography, and dissemination. Céline also has a Master’s Degree in Urban studies and territorial development from the East Paris University, and a Degree in Geography from Paris1 Sorbonne.

She is a cyclist and is engaged in mapping and opening public data, with non-motorized mobility activists' networks. She develops activities with associations and local governments in order to empower civil society through the creation and use of data. She participates actively in the OpenStreetMap Mexican Chapter with workshops, capacity building to universities and institutions, and participates in research projects or government improvement of data strategies, with participatory mapping methodologies and photomapping actions.
